Preliminary Plat/Major Site Development Plan for 2321 Bristol
Jeff Benson, Planner, discussed the request for a major amendment and that one of the factors
in requiring a major amendment is changing a number of buildings on a parcel. He explained
the request to the Commission and gave an overview of the Somerset Development. The
request is to change the two buildings with 24 units on the approved plan to one building with 24
units. If this is approved by Council, it would then come back to staff as a Minor Site
Development Plan for approval and that is when staff would go over architectural details. Staff is
supportive of the change and recommends approval of Alternative #1.
2
Bob Friedrich Jr., owner, discussed the reason for their changes and explained that the
architecture will not be changing from the previously approved plans.
Rob Bowers asked if the proposed building’s footprint will take up the same space as the two
previously approved buildings would have. Mr. Friedrich explained that it would and that the
height would remain the same.
MOTION: (Johnson/Siefert) to accept Alternative #1, which states:
The Planning and Zoning Commission can recommend that the City Council
approve the revision to the Major Site Development Plan/Preliminary Plat for the
Somerset Subdivsion that combines two buildings into one on the property
addressed as 2321 Bristol Drive.
MOTION PASSED: 6-0

Ames Land Use Policy Plan and Urban Fringe Land Use Framework Map Amendment for
Athen Property
Charlie Kuester, Planner, discussed the background of this case and where this request came
from. The intent is to have it developed and annexed. About 15 acres would be designated as
senior housing and the remainder, approximately 55-60 acres, would be single-family homes.
Only about half of this property is developable. The request would be to designate a portion of
the property to Urban Residential allowing full access to City sewer, water, and infrastructure.
Mr. Kuester discussed the different growth areas. He reviewed the earlier meetings held
pertaining to this case, including the open house and the two workshops that led up to
presenting the project to the Planning and Zoning Commission. He briefly went over the six
factors that the Planning and Zoning Commissioners came up with at the October 3, 2012,
meeting. This alternative was then taken to City Council on October 23, 2012. The City Council
discussed the impact that this proposed growth would have on this area. The second change to
the map would be to the Allowable Growth Area map and the new area would be included in the
North Growth Area. Another concern to both Planning and housing Commission and City
Council was the emergency response time. The Fire Department did a survey of other
communities in regards to response rates and proposed to the City Council that they look more
at frequency of calls rather than fire response time. The City Council wanted to know if this area
was developed as a senior living facility, how that would affect the response rate. Mr. Kuester
explained that the City Council wants to move forward based on the six factors that the Planning
and Zoning Commission came up with and staff is recommending approval.
Norman Cloud, Chair, asked about Attachment 1 and Attachment 2, and how the language of
these issues gets attached to the map changes. Mr. Kuester explained that these would be
separate from the map changes.
Yvonne Wannemuehler asked if we have any more information on the sanitary sewer. Mr.
Kuester stated the solution, based on engineering analysis, is a cost share between the
developer and the City, 75% paid for by the developer and 25% paid for by the City. He stated
that the direction from the City Council was to resolve that issue with a Development Agreement
prior to this project being approved.
3
Chuck Winkleblack, 105 S 16th Street, stated that they are in agreement with staff’s
recommendations in the staff report.
Linda Murken, 17185 GW Carver, spoke on behalf of the League of Women Voters of Ames.
She gave the Commissioners a handout titled “Position on Land Use” that was adopted in 1977
by the League of Women Voters of Ames. Ms. Murken briefly discussed the bullet points on the
handout that relate to the City of Ames’ Land Use Policy Plan. Ms. Murken expressed her
concerns for a more feasible site for this development, one that is more centrally located in
Ames where infrastructure and amenities are already developed. She discussed the emergency
response time and the effect of this development on that response time.
Cathy Stahlman, 3309 Cameron School Road, stated her concerns of sprawl and goals for a
new vision. She stated that there may be other areas that are already available rather than
developing on undeveloped land.
Troy Siefert, asked about the infrastructure in the North and how it is funded. Mr. Kuester
explained the incentivized growth areas and explained how each of the growth areas’
infrastructure is funded. Mr. Kuester went into details of pipe capacities to show how the cost for
infrastructure is split. Mr. Siefert asked if the infrastructure in the proposed area is going to be
paid for entirely by the developer. Mr. Kuester said it would be.
Mr. Cloud briefly discussed some of the issues that were brought up by the public. He discussed
the availability of land and explained how sometimes land may be available, but not for sale.
Rob Bowers discussed comparable areas such as Green Hills and how other comparable areas
are also on the edge of town. He briefly explained the whole process and the factors that have
already gone into this proposed request.
MOTION: (Bowers/Johnson) to accept Alternative #1, which states:
The Planning and Zoning Commission may recommend to the City Council the
adoption of the two map changes as described above and as shown in the
attachments.
MOTION PASSED: 6-0
Mr. Kuester expressed his gratitude for the citizen’s of Ames and their time and input on this
project.
