SUBJECT:REQUESTS FROM MUCKY DUCK PUB FOR NOVEMBERFEST ON
SATURDAY, NOVEMBER 7, 2026

BACKGROUND:
Mucky Duck Pub, 3100 S. Duff Avenue, is planning to host a Novemberfest celebration on
Saturday, November 7, from 2:00 p.m. to 6:00 p.m., with a rain date of November 14, 2026.
This event will include an outdoor alcohol service area in the establishment’s parking
lot with food and music.
In order to facilitate this event, Mucky Duck Pub is requesting an expansion of the
existing outdoor service area and suspension of parking regulations along the south
side of Crystal Street from 110 Crystal Street to Opal Drive from 1:30 p.m. to 6:30 p.m.
The suspension of parking regulations along Crystal Street will allow the Pub’s patrons to use
that area for parking, since the existing parking lot would be dedicated to the expanded
outdoor service area.
Mucky Duck Pub already possesses a Class C Retail Alcohol License with outdoor service
privilege and has submitted the appropriate amendment request for the extended outdoor
service area to the State of Iowa Alcoholic Beverages Division (ABD). Both Police and Fire
staff have reviewed the emergency action plan prepared by the applicant. Organizers will
obtain a noise permit from the Police Department.
ALTERNATIVES:
1. Approve the requests to expand the existing outdoor service area, pending ABD
approval, and suspend parking regulations to allow parking along the south side of
Crystal Street from 110 Crystal Street to Opal Drive from 1:30 p.m. to 6:30 p.m. on
November 7 (or on the rain date of November 14 if needed).
2. Do not approve the requests.
CITY MANAGER'S RECOMMENDED ACTION:
The applicant for this event has already applied for the appropriate amendment to their
alcohol license for the event. The applicant also has a history of hosting similar
activities in the proposed space, and meeting the safety expectations of City staff.
Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative
No. 1, as described above.

Timeline Beforehand: All rental equipment is dropped off the night before
to make setup easy the day of. It is stored by the stage to keep it
out of the weather.
Around 11am, Marcus Johnson and Lillian Bishop will start setting
uo for this event, puting out gates and helping decorate.
At 1:30, the first band, Perfect Strangers, will begin setting up on
the stage. Tom Reis, with communications, and Jenni Garrimus,
who is manning the first aid tent, will come in as well.
The event opens to the public around 2 pm.
The Chris Roberts Band is going to be on from 3:30 - 6:00 pm
Teardown will happen around 6:30, leaving space for people to
come in for dinner. All rentals will be returned the next day.
Description of Event Activities This event is going to celebrate November with two local bands
playing live music and food. The event will be held inside the
Mucky Duck Pub as well as in the pub's parking lot. Servers will
help a variety of customers when they sit to enjoy the music,
either inside or outside of the pub itself. There is going to be a kids
area to cater to younger audiences with a variety of outdoor
games.

to be aware of the bands playing and hopeful to hear live music.
