MOTION PASSED: 6 - 0 APPROVAL OF THE MINUTES OF THE MEETING OF March 12, 2012: MOTION: (Donovan/Malone) to approve the minutes of the meeting of March 12, 2012 . MOTION PASSED: 6 - 0 _____________________________________________________________________________ PUBLIC COMMENTS: Gloria Betcher, 531 Hayward Avenue, said she is here on behalf of Preservation Iowa to let the HPC know of an item which is going before the State Legislature. T hey are looking at amending the rules pertaining to the administrative code for the Department of Cultural Affairs works, the department which houses the State Historic Preservation Office. These changes might make it possible for the Director of DCA to determine whether a property which should be up for Section 106 review needs that review. This could impact the flow of Federal funding because it would bypass the Federal regulations. More information will be released on April 18, and at that time SHPO will send out emails to preservation commissions. ______________________________________________________________________________ ELECTION OF OFFICERS: MOTION: (Dunn/Malone) to nominate Sharon Wirth as Chairperson of the Historic Preservation Commission. MOTION PASSED: 6 - 0 MOTION: (Dunn/Vann) to nominate Bill Malone as Vice-Chairperson of the Historic Preservation Commission. MOTION PASSED: 6 - 0 _______________________________________________________________________________ Certificate of Appropriateness to Allow the Reconstruction of the Existing Detached Garage in the Rear Yard of the Property Located at 709 Douglas Avenue Ray Anderson, planner, summarized the application. Staff finds the project compliant with design guidelines except for the solid/void ratio. However, the appearance of facades with that many 2 windows would not be compatible with the architecture of the house, and past practice for the Commission in similar cases has been to follow the more general compatibility standard. Bill Malone asked when the existing garage was built. Mr. Anderson said it was put up in 1971, and is listed in the 2003 site sheets as non-contributing. Jason Dietzenbach asked about the shingles listed in the application. Mr. Anderson said they are typical in the district. David Carter, owner of the property, said the existing garage replaced an outbuilding which was likely a carriage house or barn. The garage is structurally sound for reconstruction. MOTION: (Malone/Vann) to issue a Certificate of Appropriateness to allow the proposed reconstruction of the detached garage in the rear yard of the house located at 709 Douglas Avenue. MOTION PASSED: 6 - 0 _______________________________________________________________________________ Update on the National Register Nomination for the Ames Public Library Iowa State University students Mike Thole, 1307 Coconino Road, Adam Ninnemann, 1307 Coconino Road, and Amanda Havel, 2817 West Street, spoke. They submitted materials for the preliminary review last fall and met with SHPO in January. The original plan was to focus on Criteria C (architectural significance); however, SHPO recommended a shift to Criteria A (association with significant events). The students hope to make the June 18 deadline for the next SHPO draft review, with the resubmittal for the final review on July 9 and state review on October 12. _______________________________________________________________________________ Chapter 31 Update Mr. Anderson said the work group of Dave Carter (Old Town representative), Caleb Matthews (property owner in the Main Street Cultural District), Roberta Vann (commissioner), David Keller (developer), Nathan Compton (architect), and Keith Rollenhagen (contractor specializing in restoration) met two weeks ago for an overview of Chapter 31. They will meet about once a month. Ms. Wirth asked about the expert in window restoration. Mr. Anderson said he received an email from David Wadsworth today and he asked to wait until he publishes new standards in June. Ms. Wirth said she is concerned about delaying because of the onset of construction season. ______________________________________________________________________________ COMMISSION COMMENTS: The HPC introduced themselves to the new commissioner, Mr. Dietzenbach. ______________________________________________________________________________ STAFF COMMENTS: Mr. Anderson said there are currently several façade projects underway downtown, with more starting soon. Ms. Wirth asked for an update on the website. Staff said the walking tour brochure is posted and the Historic Preservation Awards will be posted before the presentation in May. The National Register Listing page has been held up due to availability of ISU photos, but should be published shortly. 3 Ms. Wirth reminded the Commission of the plan to have someone from the Ames Historical Society speak at the May meeting. ______________________________________________________________________________ MOTION TO ADJOURN: MOTION: (Malone/Dunn) to adjourn the meeting.
