Review of Historic Preservation Awards Guidelines and Application Form
Sharon Wirth said the Historic Preservation Awards Application is new, and the Guidelines which
were approved last year need to be reviewed. Ray Anderson, Planner, said this application is
similar in format to others used by the Planning & Housing Department.
Bill Malone asked whether color photographs are required. The Commission decided they should
be. Mr. Malone also asked if the award type indicated by the applicant could be adjusted if it is
deemed to be more appropriate in another area. Ms. Wirth said she thinks that should be possible.
Ms. Wirth suggested that the guidelines be changed to indicate an application deadline in mid-
February. This would change the sequence of other steps. The Commission agreed this would be
advantageous.
MOTION: (Leslie/Malone) to change the deadline for the applications to February 14, with
the dates for the subsequent meetings and decisions moved forward.
Ms. Wirth clarified that this means the application date will be February 14, with the vote occurring
at the March meeting.
MOTION PASSED: 7 – 0
Ms. Wirth will coordinate the press release with the City Manager’s office and there will be an email
2
sent to the neighborhood associations.

Consider the Historic Preservation Budget Proposal
Mr. Anderson summarized the budget discussion from the previous meeting. He said during the
City’s review process it was recommended that $2,000 be added to the Planning & Housing
Department budget for the HPC. The Commission would not have a separate budget request.
Funds could be used for any of the categories suggested at the last meeting and for Commission
training, with no set limit for any category. Everyone agreed the flexibility allowed by this will work
well. Ms. Wirth suggested adding the phrase “or related organizations” to the membership category.

Chapter 31 Update
Mr. Anderson said staff has been looking at guidelines from other communities to see how they
address issues which the HPC has identified for updates. They plan to form a workgroup to discuss
ideas for how to improve the chapter. It will have representatives from the Old Town Historic
District, Main Street Cultural District, West Ames/South Campus neighborhood, property
developers, an architect, and a builder who specializes in rehabilitation of historic homes. Staff
plans to educate the workgroup on the current code and share results from the study of other cities.
Experts will be brought in to discuss topics relevant to the update, and HPC and City Council will be
invited to the workshops. The process will continue for approximately one year before the
Commission is presented with proposed ordinance changes. The completion is targeted for the end
of June 2013.

COMMISSION COMMENTS: Ms. Wirth reminded the Commission to review the current priorities in
order to determine whether the Commission is on track. This will be on the February agenda.

STAFF COMMENTS: Mr. Anderson said Will Page and Gloria Betcher have submitted draft site
sheets to the State for the Downtown survey and plan to complete the survey in March. They have
begun work on the National Register Nomination, which will take until June 2013.
The National Register Nomination for the Ames Public Library has been submitted by a group of
Iowa State University students.
Mr. Anderson said the CLG Annual Report will be on the February agenda. He asked the HPC to
email him with information about training they have attended and ideas for the report.
