Seana Perkins referred to the memo dated September 30, 2013 summarizing the code adoption
process and the discussion of blower door testing. After the public outreach m eeting, staff
researched the 2012 code adoption by surrounding cities; staff also researched the City’s
customer base regarding the actual performance of blower door tests; and reviewed Chapter 5
of the Ames Municipal Code. Staff concluded that typically the City of Ames follows the State of
Iowa in code adoption. This time the City is not following the State, as the State has not
completed the code adoption process. Staff also received a letter from Brad Heemstra
representing the Ames Home Builders Association with a suggestion of taking out part IV of the
International Residential Code-Energy Conservation, effectively retaining what the City of Ames
is currently doing in following the State in their energy conservation standards.
Larry Cormicle stated that at the meeting on September 9, 2013, the Board voted to adopt the
2012 IECC with no amendments. Before the Board, however, is the request to rescind that vote
which would leave the City of Ames following the existing State of Iowa law as it is currently in
Chapter 5 of the Ames Municipal Code.
Perkins noted that the State of Iowa may make amendments to the 2012 IECC during their code
adoption process. We would then follow the State. Jessica Spoden stated that the City of Ames
cannot be less restrictive than the State of Iowa.

Craig Hageman stated Des Moines, Ankeny, and Iowa City have finished their code adoption
and are all doing the same thing with the 2012 IECC.
Moved by Brandt, seconded by Haselhoff, to amend the 2012 IRC by removing Part IV-Energy
Conservation and to rescind the motion made at the September 9, 2013 meeting to adopt the
2012 IECC as recommended by staff with no local amendments
Brad Heemstra recused himself from the vote.
Vote on Motion: 5-0
