Minutes of the Special Meeting
February 26, 2015
The Ames Public Library (APL) Board of Trustees met in special session on Thursday, February
26, 2015, in the Dale H. Ross Board Room, 515 Douglas Avenue, with Acker, Budd, Linch,
Meier and Stow in attendance. Campbell participated by telephone. Manus called and stated
that she was on her way. Bradley and Briese were excused. Library Director Carey and
Construction Advisor Heemstra were also present.
Call to Order: Board President Stow called the meeting to order at 4:45 p.m.
Change Order #22 for A&P/Samuels Group
Moved by Acker, seconded by Campbell, to adopt a resolution approving changes to
the contract with A&P/Samuels Group and recommending that the City Council
approve Change Order No. 22 for an increase in the contract sum $103,641.00, with
funding from 2013 bond proceeds.
Stow said it appeared that the glycol issues discussed at the previous meeting were not
included in this change request. Heemstra acknowledged that that was correct, since no
decision has been reached about what action to take.
Heemstra spoke about the funds remaining in the change order allowance and the contingency
budget, which total approximately $800,000. Carey stated that an additional $90,000 from the
APL Friends Foundation had been deposited earlier in the day, and that amount would add to
the contingency fund balance. Heemstra then explained the work that was represented by each
of the items listed on the change order.
Manus arrived at 4:50 p.m.
Acker suggested that more detail be provided to the City Council about the eighth change
request. She felt the Council should know that there were 24 miscellaneous items included in
the $31,423 charge, not just the few described in the briefing paper.
Carey observed that the glass replacement referred to in Item 9 was supposed to take place at
the Adult Services Office, rather than the Youth Study area. She said a correction would be
made on the Council Action Form and in the Change Order Log.
Campbell pointed out that none of the issues included in Change Order 22 addressed Meier’s
concerns about the front door. Heemstra said that he is taking the position that the doors should
work better and Carey said she planned to indicate that the Library is still not satisfied when the
team meets tomorrow morning.
Roll Call Vote on Motion: 6-0. (Voting Aye: Acker, Budd, Campbell, Linch, Manus, and
Meier.) Motion approved unanimously. Resolution declared adopted.
Heemstra stated that he had received the report about the glycol leak just before this meeting
convened. Although he hadn’t yet had a chance to review it, he informed the trustees that it
included three options for solving the problem. Carey said she had also asked MSR for a

second opinion from a different mechanical engineering firm and expects further conversations
to take place.
The trustees questioned who would pay to solve the problem, whether legal action should be
taken, and how long it might take to process a change order. Carey said she is prepared to talk
to City Administration if it’s necessary to take legal steps and Heemstra said matter could
possibly involve the mechanical engineer’s insurance agent.
Adjournment: The meeting was adjourned by consensus at 5:41p.m.
The next regular meeting will be on Thursday, March 19, 2015, at 7:00 p.m., in the Dale H. Ross
Board Room of Ames Public Library, 515 Clark Avenue.
