HomeMy WebLinkAboutA002 - Motion auth Mayor to sign Cert of Consistency with 2024-2028 City of Ames CDBG Consolidated Plan on behalf of YSS for HUD renewal funding app for their Central Iowa Youth Transitional Housing ProgramITEM #:2 DATE:09-29-26 DEPT:P&H SUBJECT:CERTIFICATE OF CONSISTENCY WITH THE 2024-2028 CITY OF AMES CDBG CONSOLIDATED PLAN, ON BEHALF OF YSS, FOR HUD RENEWAL FUNDING APPLICATION FOR THEIR CENTRAL IOWA YOUTH TRANSITIONAL HOUSING PROGRAM COUNCIL ACTION FORM BACKGROUND: Annually, Youth and Shelter Services (YSS) seeks renewal funding for its Central Iowa Youth Transitional Housing Program, part of the Continuum of Care-funded Transitional Housing program administered by the Department of Housing and Urban Development (HUD). The program serves youth and young adults experiencing homelessness. The program will provide temporary housing, intensive supportive services, and individualized case management designed to help participants increase stability and successfully transition to permanent housing. Services will focus on housing stability, employment and income growth, education, behavioral health needs, connection to mainstream benefits, independent living skills, and development of long-term community supports. YSS anticipates that approximately 75% of the 24 participants, or approximately 18 young adults, will be served in Ames, with the remaining participants served within the broader Two Rivers/Story County service area as appropriate. Because most participants will be in Ames, Ames will be the primary community benefiting from the project. For the proposed 2026 program year application, YSS is seeking to renewal funding in the amount of $575,942, of which approximately 75% ($431,956) is anticipated to be used in the City of Ames. The City of Ames, as a federal Entitlement Community, must certify annually that the application matches the goals of the City’s current 2024-2028 Consolidated Plan. Staff has reviewed YSS' s application request to renew its funding for this program. Staff finds that the request for renewal funding is consistent with goals and priorities outlined in the City’s Community Development Block Grant (CDBG) 2024-2028 Five-year Consolidated Plan, which includes “Reduce the cost burden for low- and moderate- income (LMI) households to access or maintain rental housing city-wide”. The Plan also emphasizes the importance of local non-profit organizations seeking additional funding opportunities from state and federal resources to have a greater impact on the needs of homeless, chronically homeless, extremely low-, very low-, and low-to-moderate-income households. Attached for the City Council's review and approval is the Certificate of Consistency for YSS, which must be submitted to HUD to renew program funding beginning in 2028. 1 ALTERNATIVES: 1. Authorize the Mayor to sign the Certificate of Consistency on behalf of YSS to submit an application for renewal funding under the HUD Continuum of Care-funded Transitional Housing Program to administer its Central Iowa Youth Transitional Housing Program. 2. Do not authorize the Mayor to sign the Certificate of Consistency. CITY MANAGER'S RECOMMENDED ACTION: It is important for local non-profit organizations to seek additional funding opportunities from state and federal resources in order to have a greater impact on the needs of the homeless, chronically homeless, extremely low, very low, and low and moderate-income households in the community than can be accomplished with only local funding. The proposed programming is also consistent with the City’s 2024-2028 Consolidated Plan. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1.
