DIRECTOR’S REPORT
Brookside Park: Concession Agreement with the Ames Community School
District
Carroll said that other than date changes the attached lease agreement for the City to
lease the concession stand to the School District to sell concession items had not
changed in many years. She noted that the $300 payment assures that the City does not
incur expenses for utilities at the building.
Moved by Gunning, seconded by Milleman to approve the 2012 Concession Agreement
with the Ames Community School District from April 30, 2012 to August 31, 2012.

Carroll said that other than date changes the attached lease agreement for the City to
allow ACAC use of Municipal Pool year-round and the Aquatic Center during the
summer did not change from previous years. She noted that a chart was added to the
agreement detailing the specific hours of operation.

Ames Jaycees: Ames on the Half Shell
Carroll commented that the leadership of the Ames Jaycees has done an excellent job in
assuring this event continues to be well managed. She said that staff had received no
complaints about the event and that it is popular activity within the community.
Moved by Schaben, seconded by Gunning to approve the Jaycees request to:
a) Sponsor “Ames on the Half Shell” and utilize Bandshell Park on eight Fridays
between June 1 and July 20; between the hours of 5 and 8 PM
b) Recommend that the City Council approve alcohol to be consumed at
Bandshell Park and that City Council require the Jaycees to obtain a State
liquor license to assure compliance with local and State liquor laws.
c) Waive the Jaycees payment of 10% of their gross sales from “Ames on the
Half Shell” event.

Amend the Moore Memorial Park Master Plan
Carroll reviewed that at the March 27th City Council meeting, Council unanimously
approved the Commission’s recommended action (#1, 2, and 3) and established a public
hearing (#4) as follows:
1) The provisions of a 50 year, no fee, lease agreement with Iowa State University
to allow ISU to construct an approximate 5,000 square foot golf maintenance
facility on the southwest edge of Moore Memorial Park;
2) Directing staff to work with members of Trees Forever to redevelop, at ISU’s
expense, the 911 Memorial Tree Planting to an acceptable location within the
park system;
3) Asking University officials to return to the Commission to afford them the
opportunity to “review and react” to the building contextually and aesthetically;
and
4) Setting April 10, 2012 as the date of public hearing to consider the lease of a
portion of Moore Memorial Park property to ISU.
Carroll said that prior to the public hearing occurring on April 10th the Master Plan for
Moore Memorial Park needed to be amended to include a golf maintenance building
being located at this site (Attachment A). Carroll said that the Moore Memorial Park
Master Plan was originally adopted by the Commission in June of 1988 and included the
general features we enjoy today.
Milleman commented that a storm shelter was initially being considered by ISU as apart
of this building. Milleman said that he would like to see it accomplished as he believes
this is a very important feature for park users to have access to during inclement
weather. He also noted that aesthetically the building needs to fit into the overall park
setting.
Carroll said that ISU has not settled with FEMA or their insurance carrier and that once
funding is determined this issue will be resolved (if the facility will include a basement).
Gunning said that he thought the Commission was to have the final approval for where
the 911 Memorial Tree Planting would be re-established. Acker commented that she
thought the approval was with Trees Forever. The Commission agreed that both entities
should approve of the ultimate location.
Moved by Frandsen, seconded by Milleman, to approve amending the Moore Memorial
Park Master Plan to include an ISU Golf Maintenance Facility being located at this park
(Attachment A). It was noted that this action is subject to the City Council entering into a
lease agreement with the University at their April 10, 2012 meeting.
Motion carried
Moved by Gunning, seconded by Milleman, for the Commission to approve the location
selected by Trees Forever for the 911 Memorial Tree Planting within the park system.

MONTHLY REPORT
Acker asked Shawgo what effect the warm weather was having on the park system.
Shawgo commented that Homewood Golf Course had opened for the seas, that mowing
had began, and that staff was burning prairie.

Center. Abraham said that it was May 15th.
Gunning encouraged the Commission to consider developing another Dog Park in west
Ames in the future.
