RESOLUTION AMENDING CITYWIDE URBAN REVITALIZATION AREA PLAN TO
CHANGE ELIGIBILITY REQUIREMENTS FOR NEW CONSTRUCTION OF
OWNERSHIP HOUSING, TO END THE PROGRAM ONE-YEAR EARLY, AND TO
MODIFY THE URA PLAN BOUNDARIES TO INLUDE CERTAIN PROPERTIES
RECENTLY ANNEXED INTO THE CITY OF AMES, IOWA
WHEREAS, City Council approved an Urban Revitalization Area (URA) and Plan
on April 23, 2024, to incentivize the construction of new ownership housing. The URA
designation applies city-wide to eligible new residential construction meeting the Plan's
requirements to be "Qualified Real Estate;” and,
WHEREAS, at its November 26, 2024, meeting, Council directed staff to prepare
an amendment to URA Plan to include an alternative tax abatement criteria and incentive
schedule for the construction of new ownership housing that also supports the City's
Climate Action Plan goals for reduced carbon emissions; and,
WHEREAS, the City Council approved said amendment to the URA Plan by
Resolution 24-684, which was dated December 17, 2024; and,
WHEREAS, at its meeting held September 22, 2026, the City Council considered
a further amended URA Plan that modified certain eligibility requirements and added real
property recently annexed to the boundaries included in the URA; and,
WHEREAS, the City Council further directed staff to make further adjustments to
the September 22, 2026, URA Plan presented to the City Council at said meeting to
remove the requirement on page 6 (Item 7iii) limiting eligible lots to those created and
approved by August 1, 2026, to facilitate the eligibility of two subdivisions expected to be
approved in October 2026 (namely Sunset Ridge North, Second and Third Additions),
and in lieu thereof, direct staff to include a list of ineligible subdivisions within the URA
Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames,
Iowa, that the Citywide Urban Revitalization Area Plan and area is amended as set forth
above.
ADOPTED THIS 22nd day of September, 2026.
