SUBJECT:REZONING AND MASTER PLAN FOR AGRICULTURAL "A" TO SUBURBAN
RESIDENTIAL LOW DENSITY "FS-RL" FOR 4600 GEORGE WASHINGTON
CARVER AVENUE (GREENBRIAR DEVELOPMENT)
COUNCIL ACTION FORM
BACKGROUND:
Hunziker Development Group, Margarette Borgmeyer Trust and 574 Investments LLC are
requesting to rezone land at 4600 George Washington Carver Avenue with a Master Plan. The
City annexed approximately 150 acres of land known as Borgmeyer Farm land in 2025, which
is now known as the site of the planned development named The Greenbriar. The Developer
has applied for a rezoning with a Master Plan for 84.32 acres of land of the overall 150
acre site located at 4600 George Washington Carver Avenue from Agricultural “A” to
Suburban Residential Zone Low Density “FS-RL” with a Master Plan. (See Attached
Maps)
The subject properties for rezoning are currently the southern two quarter-quarter sections of
land. The site is located east of GW Carver Avenue at the north terminus of Valley View Drive
and Stange Road and borders the Northridge Heights Subdivision. The land is currently row
cropped. The owner has plans to eventually develop overall 150 acre area and is starting the
process with a proposed first phase. (See Attachment A - Location & Current Zoning Map)
The entire 150 acre Greenbriar site has a RN-4 land use designation intended to emphasize
mixed uses and diverse housing types in walkable urban neighborhood design, including a
commercial core as part of the development area. Most of the Greenbriar site is also within the
Ada Hayden Watershed and subject to certain Conservation Subdivision standards related to
enhance storm water treatment requirements.
The proposed Master Plan rezones an area consisting of 55.36 acres to FS-RL with 6.18
acres set aside as planned open space. This meets the 10% minimum required set aside
open space for the area being rezoned. Additionally, 28.96 acres of land identified to the north
as Agricultural “A” is maintaining an Agricultural zone designation, but is being incorporated
into this Master Plan. This area is planned for future development and will be subject to a
future rezoning application before it could be developed. (See Attachment B - Master Plan)
Staff has a condition for a Final Plat to be approved prior to completing the rezoning for a lot
boundary that matches the proposed rezoning area.
COMPREHENSIVE PLAN CONSISTENCY:
The land use designation for Greenbriar is Residential Neighborhood 4 (Walkable Urban) on
the Ames Plan 2040 Land Use Map (See Attachment C - Ames 2040 Land Use Excerpt-Use
the RN-4 page). The RN-4 land use designation allows for and supports a mixture of uses and
housing types, which is not synonymous with typical standards of FS-RL zoning. FS-RL

zoning as requested is designed for conventional suburban development patterns with single
family homes. The developer requests the partial rezoning to FS-RL as a first phase
understanding the development to the north has other expectations for zoning and
development patterns. Because no specific new zoning has been written for implementation
of RN-4, staff believes a PUD Overlay is likely necessitated for the future development.
Additionally, the developer at this time is focused on a conventional development of single
family homes as the first phase while considering the development plan for the other uses
planned to the North. The developer has a pending Comprehensive Plan Amendment
regarding the location of a commercial node. The Node in its current location and in the
proposed new location is outside of the boundary of the proposed FS-RL zoning. The first
phase of FS-RL does not impact the intent of the commercial node and RN-4 for having an
identifiable center to the development and coordination of walkable neighborhoods.
The proposed use will be for a range of 120-130 single-family detached homes.
In this case the proposed FS-RL zoning is the lower density portion of a broader area that will
include other mixed-uses and housing types. The FS-RL area in this Master Plan will serve as
a transitional area between the existing single-family detached neighborhoods to the south.
The proposed Master Plan for FS-RL zoning will be part of a broader neighborhood and
master planned development and constitutes a small portion of what will be a 150-acre
development.
Open Space areas will be interspersed within the future development with a larger area near
the northern edge of the proposed Master Plan and smaller areas in the middle and western
portion of the site. Future Master Plan additions and rezonings to the north will need to comply
with the open space and density requirements. Public park dedication is expected for future
phases to the north, but not part of this area because of proximity to the existing Northridge
Heights Park to the south.
A general design of a street layout going east-west through the site is planned with connection
to GW Carver Avenue, two connections to the existing residential areas to the south which
include Stange Road and two future connections to the north for future development. A shared
use path extension is planned for GW Carver and with the future extension of Stange Road
through the site.
INFRASTRUCTURE
Overall development of the site will require infrastructure extensions from facilities that abut
the site. The initial phase can be served by water and sewer to the south while the remainder
of the site to the north will be served by a new sewer trunk line from the east. However,
sewer extension connecting to the south are limited to 100 dwellings within known
capacity of the facility. A condition limiting development to 100 sewer connections to
the south is part of the proposed Zoning Agreement.
Water territory buyout and transfers from Xenia are needed by the developer before
approving a Final Plat for development of single-family lots. Water will loop through the
site as development occurs.
Stange Road will eventually extend through the site to GW Carver. A traffic study was
completed for the overall development, future improvements are needed along GW Carver

with future development. The City is in the process of coordinating a substantial roundabout
improvement with the County for the future Stange Road/GW Carver/Cameron School Road
intersection that is needed with the future development to the North. Other smaller scale
improvements along GW Carver will be part of future subdivision review.
As part of the annexation discussion two public facility needs were identified related to this
site. A neighborhood park would be needed based upon the overall projected number of
dwelling units for Greenbriar. However, this facility will occur outside of the first phase
rezoning and will be addressed at a later date.
A fourth Fire response facility is needed for North Ames. The City plans a facility that is
described as a “Fire House” serving as a satellite facility for the Ames Fire Department. The
site for this facility is planned along Stange Road and within the boundary of the first phase of
development. Staff has included a recommendation for the Master Plan Zoning Agreement to
address dedication requirements related to the planned site of the Fire House.
A full analysis of the Master Plan is included in the Addendum.
ALTERNATIVES:
1. The City Council can approve the request for rezoning from A-Agriculture to FS-RL
Suburban Low Density with a Master Plan, based upon findings and conclusions as
found in the report, subject to the following stipulations:
a. Zoning Agreement to be signed prior to third reading of the rezoning ordinance that
includes:
i. Limitation of 100 sanitary sewer connections unless additional connections
are authorized in writing by the City's Municipal Engineer at the time of
approval of a Final Plat that exceeds a total of 100 lots within the rezoning
area.
ii. Update of the Master Plan Exhibit with a designation of a site to be dedicated
to the City for the construction of a Fire House along Stange Road.
iii. The Fire House site shall meet the specifications of the City and be dedicated
to the City at no cost.
iv. Specification of the timing for the Fire House site to be included within a Final
Plat as a lot with all required City Subdivision code requirements for service
of a lot with standard utility and public infrastructure
b. Approval of a Final Plat prior to third reading of the rezoning ordinance creating two
lots within the rezoned area that matches the proposed rezoning description
2. The City Council can Modify or Deny the request for rezoning from A-Agriculture to FS-
RL Suburban Low Density Residential with a Master Plan if the Council finds that the
City’s regulations and policies are not met.
3. The City Council may defer action on this request and refer it back to City staff and/or
the applicant for additional information.

CITY MANAGER'S RECOMMENDED ACTION:
The proposed rezoning with a Master Plan creates an area for FS-RL zoned development that
constitutes the first smaller portion of development in what will be a broader 150-acre Master
Planned area known as Greenbriar. The proposed rezoning of the property from Agricultural
“A” to FS-RL with a Master Plan can be found to be supported by the RN-4 land use
designation as a portion of what will become a larger Master Planned mixed use area. A
Zoning Agreement will be agreed to between the developer and the City prior to final
approval of the rezoning at City Council.
With the proposed limitations on sewer connections, staff believes the rezoning
conforms to City infrastructure standards at this time. Additional details will be
developed along with the future preliminary plat and final plat subdivision
approvals. Therefore, it is the recommendation of the City Manager that the City Council act
in accordance with Alternative #1.

CITY OF AMES, IOWA, AS PROVIDED FOR IN SECTION 29.301 OF THE

ADDENDUM
REZONING BACKGROUND:
Legal Description. The property is located at 4600 GW Carver Avenue.
Ames Plan 2040. The Ames Plan 2040 Future Land Use Map designation for the property
is Walkable Urban- RN-4. This designation expects and supports development based on
master plans and organic evolution of walkable neighborhoods and districts. An
expectation of ‘place’ is ultimately intended. Individual development areas may have
separate dominant uses but will relate to one another. A higher level of street and path
connectivity promoting walkability is also expected. The designation also encourages
creating a village center around mixed-use nodes.
The goals and guidelines in RN-4 emphasize village master planning combined with
mixed uses. The overall gross density will be generally less than 6 units per acre though
village centers may have a much higher density. The Greenbriar development will
incorporate many of these guidelines and goals as it develops into the future.
The FS-RL zoning designation on its own can be seen to not be supported by the
RN-4 land use classification, however in this case FS-RL can be found to be a
compatible zoning district within the RN-4 land use classification as the first
portion of broader mixed use Master Plan area as part of a future planned larger
development. Staff believes the rezoning request is consistent with the goals and
policies of Ames Plan 2040. The proposed master plan for FS-RL zoning is a small
portion of what will be a 150-acre development.
Current Zoning.
The current Zoning classification is Agricultural “A”. The current zoning designation has
been “A” since the land was annexed in 2025.
Proposed Zoning. The FS-RL zone is intended to provide for single family attached and
detached homes as well as Two Family Homes. The Master Plan proposed a density of
3.75-4.08 which meets the minimum FS-RL density requirement.
Existing Uses of Land. The surrounding areas are zoned primarily for Agricultural to the
north, FS-RL to the west and south and FS-RM further to the northwest.

described in the following table:

Master Plan. A Master Plan is intended to provide a general description of the inten ded
development of a property. A Master Plan must address open space areas to be reserved
from development, buildable areas, building types, and major access points as described
in zoning requirements of Section 29.1507(4).
The Master Plan shows an area of 55.36 acres for development and 28.96 acres to
remain Agricultural. Within the 55.36 acres for development, 6.18 acres are identified for
open space which meets the minimum 10% standard in the FS standards for open space.
(11%) The open space areas are required to be usable open space or as stormwater
treatment where necessary.
The Master Plan identifies major roadway and trail connections planned for the site.
Connections to the north, west and south are provided. A main east-west loop will connect
to GW Carver Avenue. Stange Road will bisect the site from the south and provide a
connection to later phases of development to the north. Other connections to existi ng
neighborhoods to the south are also provided.
The proposed master plan for FS-RL zoning will be part of a broader neighborhood and
master planned development and constitutes a small portion of what will be a 150 -acre
development.
Infrastructure.
Water – Water main connections to serve this proposed master planned area are
available and will be connected to the south to existing water lines. A looped 12 -inch
water main will loop through the site east-west along the general street loop indicated on
the Master Plan.
Sewer- Sanitary Sewer is available adjacent to the site from the south and will be
connected from the south with sanitary service running through the site east -west and
connecting to the south. Sewer capacity numbers are being finalized for this area with the
developers engineer. The Rezoning Agreement will carry a condition that the
developer agrees that no more than 100 sanitary sewer connections are currently
allowed with existing capacity to the south, until additional capacity through new
sewer connections is created. Written permission from the City’s Municipal
Engineer is required before any new sanitary sewer connections over the 100
allowed connections are granted further.
Electric- Electrical Service is available adjacent to the land being rezoned and can be
extended into the area of the Master Plan. Electric service is provided by Midland Power

Cooperative.
Fire Service- A Firehouse to be operated by the Ames Fire Department will be located in
this Master Plan area. This will be a smaller satellite station with Fire apparatus to support
Fire service within the area. This facility will be located along Stange Road. A Firehouse
is a smaller satellite facility in comparison to a standard Fire Station.
Access. The main access from the west will be provided from GW Carver. To the South
Stange Road will be extended into the site. An additional access from Valley View Road
is provided to the south as well.
Traffic Study- Opening day traffic analysis was based on 2027 and 2050
projections. The proposed Green Briar Development to the east of GW Carver
Avenue is assumed to consist of:
• 233 single-family detached homes
• 32 single-family attached homes (townhomes)
• 220 apartment units
• 99,500 sf shopping plaza.
Findings of Fact. Based upon an analysis of the proposed rezoning and laws pertinent
to the applicant’s request, staff makes the following findings of fact:
1. The subject property is owned by Hunziker Development Company
2. The proposed zoning is consistent with the Residential Neighborhood 4 (RN-4)
Future Land Use Designation identified on the Ames Plan 2040 Future Land Use
Map.
3. The RN-4 land use designation supports the FS-RL zoning designation in this case
as a small portion of a larger mixed use master planned area. Under a FS-RL zoning
designation, detached and attached single-family housing types are allowed.
4. The Master Plan identifies developable areas and range of uses consistent with the
proposed FS-RL zoning district. Subsequent development will be subject to
subdivision review.
5. Infrastructure is adequate to serve the site and can be extended to the site.
6. Ames Municipal Code Sec. 29.1507(5) requires approval of a zoning agreement for
an application with a master plan and that all subsequent development comply with
the master plan.
Public Notice. Notice was mailed to property owners within 400 feet of the subject site
and a sign was posted on the subject property.
