SUBJECT:2025/26 TRAFFIC SIGNAL PROGRAM (S. DUFF AVE & S. 3RD STREET)
COUNCIL ACTION FORM
BACKGROUND:
The Traffic Signal Program provides for both the replacing of older traffic signals and
constructing new traffic signals across the City. This project involved the replacement of
the traffic signal at the intersection of S. Duff Ave & S. 3rd Street. The underground work
for this signal was completed in 2024 prior to the DOT's resurfacing of Highway 69. The traffic
signal poles and cabinet were procured by the City separately from this contract due to long
lead times to secure the hardware.
On October 28, 2025, City Council awarded the project to Iowa Signal Inc. of Grimes, Iowa in
the amount of $75,423.95. No change orders were required and construction was completed
in the original contract amount. The revenues and expenses for the project are as follows:

ALTERNATIVES:
1. Accept the 2025/26 Traffic Signal Program (S. Duff Ave & S. 3rd Street) as completed by
Iowa Signal Inc. of Grimes, IA, in the amount of $75,423.95.
2. Direct staff to pursue modifications to the project.
CITY MANAGER'S RECOMMENDED ACTION:
The project has now been completed in accordance with the approved plans and
specifications and the signal is in operation. Therefore, it is the recommendation of the
City Manager that the City Council adopt Alternative No. 1, as noted above.
