HomeMy WebLinkAboutA001 - Council Action Form dated July 28, 2026ITEM #:21 DATE:07-28-26 DEPT:PW SUBJECT:2020/21 & 2021/22 INTELLIGENT TRANSPORTATION SYSTEM PROGRAM (PHASES 1 AND 2) COUNCIL ACTION FORM BACKGROUND: The Intelligent Transportation System (ITS) program provides for the installation of infrastructure for a traffic adaptive signal system that will conduct real-time optimization of traffic and pedestrian flow at signalized intersections. Traffic adaptive systems provide a significant improvement in efficiency and will optimize travel times during all times of the day. This project combined Phases 1 and 2 of the ITS Network into a single Iowa Department of Transportation (DOT) bid letting and contract. At the July 12, 2022 meeting, City Council awarded a contract to Van Maanen Electric, Inc. of Newton, Iowa in the amount of $3,800,582.00. Work was completed in the amount of $3,586,282. This project is now working through the Iowa DOT audit process. Balancing change orders for Phases 1 and 2 have been created to reflect field final measured quantities. The change orders for each phase are identical amounts to provide simplicity in the ICAAP Grant reimbursement process. Upon audit completion, final acceptance of the project will be brought to City Council. ALTERNATIVES: 1. Approve Phase 1 Change Order No. 1 in the deduct amount of ($107,150) and Phase 2 Change Order No. 1 in the deduct amount of ($107,150). 2. Do not approve the change orders and direct staff to pursue other options. CITY MANAGER'S RECOMMENDED ACTION: By approving these change orders, Phases 1 and 2 of the ITS Network can move closer to final acceptance pending Iowa DOT audit concurrence.
