HomeMy WebLinkAboutA001 - Council Action Form dated July 28, 2026ITEM #:17 DATE:07-28-26 DEPT:FIRE SUBJECT:PERMITTING SOFTWARE AGREEMENT WITH TYLER TECHNOLOGIES COUNCIL ACTION FORM BACKGROUND: Tyler Technologies is the City's software vendor for Enterprise Permitting and Licensing (EPL) which supports the City's permitting and inspection functions. For the past decade, the City has contracted with the vendor for software licenses and support. Staff has received a proposal for a renewal of software services in the amount of $50,154.61. The renewal period is for July 1, 2026, to June 30, 2027. This proposed contract is an increase of $2,388.31 (5%) over the expiring contract amount. The operating budgets for each department utilizing the software were increased during budget meetings to accommodate the 5% increase. Staff plans to seek alternative software solutions in the next few years. The current vendor's services are necessary for staff to maintain day-to-day operations. Therefore, staff is requesting that the City Council waive the Purchasing Policies and Procedures requirement for competitive bids and award a contract directly to Tyler Technologies for EPL software service. ALTERNATIVES: 1. Approve contract renewal with Tyler Technologies for EPL software service for the period from July 1, 2026, through June 30, 2027, in the amount of $50,154.61. 2. Do not approve the contract and refer this item back to staff for further information. CITY MANAGER'S RECOMMENDED ACTION: Tyler Technologies is the sole provider for the EPL software used by the City. The City's experience within this contract has been positive and mission-critical permitting processes continue to be completed. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as stated above. 1
