SUBJECT:2025/26 LOW POINT DRAINAGE IMPROVEMENTS PROGRAM (VARIOUS
LOCATIONS)
COUNCIL ACTION FORM
BACKGROUND:
The Low Point Drainage Improvements Program is an annual program for the improvement of
areas with drainage issues within the low points throughout the city. This project involves
the drainage improvements to the intersections of Northwestern Ave & 20th St, S Bell
Ave & SE 16th St, River Oak Dr & Grove Ave.
The project is planned for construction over a single year. The project will remove and replace
intakes, install storm sewer pipe, and re-grade ditches. Plans and specifications for this
project were completed by City staff.
This program also includes a future project location at Duff Ave & 6th St which will be
completed along with the Duff Ave improvements programmed in the Capital
Improvements Plan (CIP) in the 2027/28 construction year to coordinate project details
and minimize construction impact on residents.
On July 22, 2026, bids for the 2025/26 Low Point Drainage project were received as follows:

ALTERNATIVES:
1. Approve a resolution to:
a. Accept the report of bids for the 2025/26 Low Point Drainage (Various Locations)
project.
b. Approve the final plans and specifications for this project.
c. Award the 2025/26 Low Point Drainage project to JC Midwest of St Charles, IA, for
$174,636.95.
2. Do not approve this project and direct staff to make changes.
CITY MANAGER'S RECOMMENDED ACTION:
Approval of the plans and specifications and awarding the project will allow
construction of improvements to address drainage in these areas, decrease localized
flooding, and reduce damage to infrastructure. Therefore, it is the recommendation of the
City Manager that the City Council adopt Alternative No. 1 as described above.
