BACKGROUND:
The Electric Services Department currently utilizes full-sized pickup trucks that support electric
distribution functions throughout the community. Two of these units are scheduled for
replacement through the City's vehicle replacement program. Fleet Services and Electric
Services have determined that one-ton 4-wheel-drive (4WD) dual-rear-wheel (DRW) crew cab
chassis best meet operational needs. The chassis will be equipped with fiberglass utility
bodies and associated accessories through a future bid.
Bids for chassis were received on July 15, 2026. Four vendors submitted bid responses for
the base vehicle specification as well as three optional items.
The bid for two one-ton 4WD DRW crew cab chassis are as follows:

The low responsive bid was submitted by Stiver's Ford Lincoln of Waukee, Iowa, in the amount
of $110,178, and staff has determined this bid to be acceptable. This award only includes the
base vehicle specification and does not include any of the optional items requested for pricing.
Stiver's Ford Lincoln has indicated an estimated delivery time of three to four months after

receipt of order.
Estimated Cost of Replacement:

Funding is available for this purchase as follows:
Replacement Funds at time of delivery $167,541

ALTERNATIVES:
1. Award a contract to Stivers Ford Lincoln of Waukee, IA for two (2) one-ton 4WD dual
rear wheel crew cab chassis in the amount of $110,178.
2. Award to one of the other responsive bidders.
3. Reject the bids and do not purchase these vehicles.
CITY MANAGER'S RECOMMENDED ACTION:
The Fleet Services Department and Electric Services Department staff agree that the
bid submitted by Stivers Ford Lincoln provides equipment that meets the City's
specifications at the best price. Therefore, it is the recommendation of the City Manager
that the City Council adopt Alternative No. 1 as described above.
