SUBJECT:2026/27 COLLECTOR STREET PAVEMENT IMPROVEMENTS (STATE AVE)
COUNCIL ACTION FORM
BACKGROUND:
The Collector Street Pavement Improvements Program is an annual program for the
reconstruction or rehabilitation of concrete streets in the Capital Improvement Plan (CIP). The
2026/27 program location is State Avenue from Mortensen Road to Arbor Street. State
Avenue is anticipated to undergo full-depth concrete replacement with curb and gutter.
Storm water will be directed to the ditches along State Avenue with curb cuts or let-down
structures. Additionally, a concrete shared-use path will be constructed along the west side of
State Avenue within the existing right of way. The shared-use path will be separated from
State Avenue and built west of the roadway ditch.
The reconstruction of State Avenue was prioritized to address roadway needs prior to
the completion of Fire Station #2. The project was moved up during the CIP
development to be completed during 2027.
Staff initiated a Request for Proposals (RFP) process for professional services for the design
and development of plans and specifications for the project. Proposals for this work were
received from 11 engineering firms on May 29, 2026. The proposals were evaluated on their
qualifications according to the following criteria: Project Understanding, Project Approach,
Design Team/Key Personnel, Previous Experience, and Cost.

Olsson of Des Moines, IA, Iowa scored highest based on qualifications. Staff has
reviewed Olsson's proposed fee of $149,680 and scope in comparison to other
respondents and believes it provides the greatest value in terms of services being
provided for the project.

ALTERNATIVES:
1. Approve the professional services agreement with Olsson of Des Moines, IA, for the
2026/27 Collector Street Pavement Improvements Program (State Avenue) in an amount
not to exceed $149,680.
2. Direct staff to negotiate an engineering agreement with another consulting firm.
CITY MANAGER'S RECOMMENDED ACTION:
Based on staff’s evaluation using the above criteria, Olsson will provide the best value
to the City for professional services for the 2026/27 Collector Street Pavement
Improvements program. Therefore, it is the recommendation of the City Manager that the
City Council adopt Alternative No. 1, as noted above.
