HomeMy WebLinkAboutA001 - Council Action Form dated July 14, 2026ITEM #:22 DATE:07-14-26 DEPT:ADMIN SUBJECT:POSTING DESIGNATION OF CITY COUNCIL AGENDAS AND PUBLIC NOTICES COUNCIL ACTION FORM BACKGROUND: During the most recent legislative session, the Iowa Legislature adopted HF 2490. This legislation, effective July 1, 2026, requires cities to post notices of meetings in a prominent and conspicuous location designated annually by the governmental body, in a manner that ensures the notice is visible at all times. Currently, agendas are posted in the vestibule at the front of City Hall. However, this area is not accessible after business hours. After reviewing the requirements of the new law, it has been determined that the Police Department lobby is a suitable place to post such agendas, since this area is accessible to the public 24 hours a day, seven days a week. ALTERNATIVES: 1. Approve the Police Lobby as the designated posting place for City Council Agenda and public meeting notices. 2. Approve a different location. CITY MANAGER'S RECOMMENDED ACTION: HF 2490 requires cities to post notices of meeting in a prominent and conspicuous location that is accessible to the public 24 hours a day, seven days a week. Staff has determined that the Police Lobby fulfills all the requirements for posting. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as noted above. 1
