SUBJECT:2025/26 SHARED USE PATH MAINTENANCE CONTRACT NO. 1
COUNCIL ACTION FORM
BACKGROUND:
This project focused on sealing cracks and joints in asphalt shared use paths that can occur
due to expansion and contraction of the path pavements during seasonal temperature
extremes. This project also included a seal coat surface treatment on shared use paths
following joint sealing.
Locations are determined using a condition inventory, visual inspection of paths, and input
from users. Improvements enhanced safety, usability, and also improved the aesthetics of the
path/trail system. A map and list of locations for this project is attached.
On October 14, 2025, City Council awarded this project to TK Concrete of Pella, IA in the
amount of $135,384. Change Order No.1, in the amount of $20,517 was administratively
approved by staff and is the balancing change order for this project. Work items in this
change order included additional sealcoating at identified path locations to further aid in the
enhancement of the shared use path system. Work was completed in the amount of
$155,901.
There is $375,000 of Local Option Sales Tax funding allocated for this program in FY 2025/26
in the Capital Improvement Plan. Carryovers of unspent funds in prior years has resulted in an
available balance of approximately $330,512 to fund this project. Remaining funds will be
utilized for other shared use path maintenance priorities.
ALTERNATIVES:
1. Accept the 2025/26 Shared Use Maintenance Contract No. 1 project as completed by
TK Concrete, of Pella, IA, in the amount of $155,901.
2. Direct staff to make changes to the project.
CITY MANAGER'S RECOMMENDED ACTION:
The project aided in extending the lifespan of these asphalt paths and enhanced the
user experience by repairing joints that are not level with the rest of the path. The work
has been completed successfully. Therefore, it is the recommendation of the City Manager
that the City Council adopt Alternative No. 1, as noted above.
