SUBJECT:CONTRACT FOR FY 2026/27 WASTE COLLECTION & DISPOSAL
SERVICES AT CITY FACILITIES

BACKGROUND:
Waste collection and disposal services for various City facilities and locations are provided
through a contracted third-party service provider. The current contract was competitively bid in
2022 and has historically been approved at the City Manager level.
In accordance with the contract terms, the fifth and final contract year allows for an annual rate
increase of up to 5%. Aspen Waste has exercised the full 5% increase for FY 2026/27,
resulting in a total annual contract value of $51,594.12.
Costs associated with these services are invoiced directly to the individual departments
receiving service. A list of service locations and the associated itemized pricing for each
location is attached for reference.
ALTERNATIVES:
1. Award the Waste Collection & Disposal Services contract to Aspen Waste Systems of
Des Moines, IA, in the amount not to exceed $51,594.12 for July 1, 2026 - June 30,
2027.
2. Do not award the contract and direct staff to re-bid Waste Collection & Disposal
Services.
CITY MANAGER'S RECOMMENDED ACTION:
Aspen Waste Systems of Des Moines, IA, has successfully serviced the City's contract
over the past four years. Staff is supportive of continuing service with Aspen Waste
Systems for the fifth and final year of the contract. Therefore, it is the recommendation of
the City Manager that the City Council adopt Alternative No. 1, as noted above.

The City of Ames, Iowa accepts the renewal offer from Aspen Waste Systems of Iowa, Inc., Des Moines, Iowa, to furnish
waste collection and disposal services for Fiscal Year 2026/27.
The Contractor will provide all labor, equipment, materials, supervision, transportation, and other components necessary
to perform waste collection and disposal services in accordance with City of Ames requirements as stated in the contract
