HomeMy WebLinkAboutA030 - Resolution awarding contract to Van Wall Equipment for utility tractor for the Parks & Recreation Department for general parks maintenanceITEM #:31 DATE:07-14-26 DEPT:FLEET SUBJECT:PURCHASE OF UTILITY TRACTOR FOR PARKS AND RECREATION COUNCIL ACTION FORM BACKGROUND: The Parks and Recreation Department uses a utility tractor for a variety of park maintenance operations. The department's current unit, a 2010 John Deere 3520 tractor, has approximately 3,338 operating hours and has sustained internal engine damage as well as damage to the rear axle housing. Due to the condition of the existing unit, the department is seeking to replace the unit. Invitation to Bid No. 2026-142 was issued on May 29, 2026, for the purchase of one new utility tractor. In addition to the base tractor, the solicitation requested optional pricing for a loader and an extended warranty as well as an optional trade-in allowance for the City's existing 2010 John Deere 3520 tractor. Bids were received on June 5, 2026. Additionally, staff reviewed the bid responses and determined that the John Deere 4066R offered by Van Wall Equipment meets Parks and Recreation's operational requirements. Staff is recommending award of the base tractor only, in the amount of $56,041.84 and is not including award of the optional loader or extended warranty. In addition, staff is not recommending acceptance of the optional trade-in allowance and instead plans to sell the existing 2010 John Deere 3520 tractor separately at a later date. 1 Funding is available for this purchase as follows: Replacement Funds at time of delivery $58,875 Salvage value of equipment being replaced $5,000 Available funding $63,875 ALTERNATIVES: 1. Award a contract to Van Wall Equipment, of Madrid, IA, for a 2026 John Deere 4066R utility tractor in the amount of $56,041.84. 2. Reject the bids and do not purchase equipment at this time. CITY MANAGER'S RECOMMENDED ACTION: The existing Parks and Recreation utility tractor has sustained mechanical damage and requires replacement. Van Wall Equipment submitted the low responsive bid, and staff determined that the John Deere 4066R will meet the Department's operational needs. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative #1, as described above. 2
