SUBJECT:2026/27 CYRIDE ROUTE PAVEMENT IMPROVEMENTS - PROFESSIONAL
SERVICES AGREEMENT

BACKGROUND:
The CyRide Route Pavement Improvements Program is an annual program for pavement
improvements to streets that are or previously were used as CyRide bus routes. Some of
these streets were not designed or built for continuous bus loading, so when the streets were
designated as bus routes, accelerated deterioration of the street surfaces occurred. These
pavement improvements will improve and restore street sections. The project location is
Lincoln Way from Hayward Avenue to Beach Avenue.
Staff initiated a Request for Proposals (RFP) process for professional services for the design
and development of plans and specifications for the project. Proposals for this work were
received from 8 engineering firms on May 29, 2026. The proposals were evaluated on their
qualifications according to the following criteria: Project Understanding, Project Approach,
Design Team/Key Personnel, and Previous Experience.

After weighing the qualifications and estimated fees from these eight firms, staff has
negotiated a contract with WHKS of Ames, Iowa. Staff believes WHKS's approach and
understanding of the project, including the emphasis on collaboration, communication,
and maintaining access with ISU and local businesses, best aligns with the project
requirements. Staff is confident that a contract with WHKS will provide the best value
for professional services considering the firms qualifications.
The scope of services for this project includes, but is not limited to, the following:
Project management and administration, including meetings with Iowa State University
staff, businesses, stakeholders, public engagement, and preparation of public

information videos.
Surveying and easement acquisition services.
Preliminary and final design.
Permitting and utility coordination.
Letting services and preconstruction support.
A summary of revenues and projected expenses for the project is shown below:

ALTERNATIVES:
1. Approve the professional services agreement with WHKS of Ames, Iowa, for the 2026/27
CyRide Route Pavement Improvements project, in an amount not-to-exceed $272,000.
2. Direct staff to negotiate an engineering agreement with another consulting firm.
CITY MANAGER'S RECOMMENDED ACTION:
Based on staff's evaluation using the above criteria, WHKS will provide the best value
to the city for professional services for the 2026/27 CyRide Route Pavement
Improvements project. The construction work is scheduled to occur over two years:
Phase 1 in 2027 and Phase 2 in 2028. Therefore, it is the recommendation of the City
Manager that the City Council adopt Alternative No. 1, as noted above.
