SUBJECT:REPLACEMENT OF POLICE PRISONER TRANSPORT VAN
COUNCIL ACTION FORM
BACKGROUND:
The Police Department currently has a prisoner transport van that is reaching the end of its
useful life. This van was an older cargo van style with a low roof and an installed prisoner
area. Fleet staff recommended replacing the van with a newer-style cargo van that would
allow for a taller roof height and all-wheel drive. This would allow for the installation of a
prisoner transport insert that would allow for more room when transporting prisoners. The
room and roof height would 1) improve the safety for Police staff transporting prisoners, and 2)
provide better safety options for prisoners with improved seat belts and harnesses.
Bids were solicited for a medium-roof all-wheel drive cargo van, with options to add heated
mirrors, a blind spot warning system, an always-on rearview camera, and a front and rear
recording camera system. Two bids were received as follows:

After reviewing the bids, Fleet and Police staff decided Option 4 was not needed. The low bid,
including the base bid and Options 1-3, was Fleetside Ford, LLC in the amount of $56,178.
Funding is available for this purchase as follows:
Replacement Funds at time of delivery $102,433
Salvage value of equipment being replaced $3,000
Available funding $105,433
After the purchase of the van, there remains $49,255 in available funds to be used towards
upfitting the van with the necessary inserts and equipment. The future upfitting is estimated to
cost $44,000.

ALTERNATIVES:
1. Approve a contract to Fleetside Ford, LLC, for a cargo van with heated mirrors, blind
spot warning system, and always-on rearview camera in the amount of $56,178
2. Award the bid to the other vendor.
3. Reject all bids and do not purchase a cargo van at this time.
CITY MANAGER'S RECOMMENDED ACTION:
The Fleet Director and Police staff agree that the cargo van from Fleetside Ford, LLC,
will provide a reliable prisoner transport van that will improve the safety of staff and
prisoners. Therefore, it is the recommendation of the City Manager that the City Council
adopt Alternative No. 1 as described above.
