Staff Report
STEVEN L. SCHAINKER PLAZA UPDATE
BACKGROUND:
This update is being provided to City Council for information only. No action is being
asked for at this time.
On February 27, 2026, the City Council held a special meeting and approved a two-part
settlement agreement with Henkel Construction, the general contractor on the Schainker Plaza
project (see agreements attached).
According to the agreements, Henkel Construction was to complete the remaining remedial
work on the splash pad, artificial turf, seeded lawn, remote monitoring system, and punch list
items by May 22, 2026. The completion of these items would then allow the City to partially
occupy the north and east portion of the plaza (inclusive of the building and splashpad area),
for an opening date anticipated in late May 2026.
Additionally, the agreements stipulate that no earlier than September 1, 2026, unless mutually
agreed by both parties, Henkel will remove and replace the ice-skating ribbon. Completion of
the overall project, including all ice ribbon punch list items, must be completed no later than
November 15, 2026, at no cost to the City. Henkel Construction has also agreed to provide a
schedule of work for the ice ribbon removal portion of the project in writing no later than June
8, 2026.
At the May 19, 2026 City Council meeting, staff provided an update stating that there were still
a few outstanding items on non-ice ribbon portions of the plaza. Staff shared that the
contractor indicated all the outstanding items were unlikely to be completed by May 22.
Council then directed staff to work with Henkel Construction to determine a mutually
agreeable time extension beyond May 22 for completing all non-ice ribbon components
of the Steven L. Schainker Plaza.
Additionally, as of the update on May 19, the State had not been able to conduct a final pre-
opening pool inspection for the spray pad, nor was there a scheduled time for final inspection.
Since May 22, 2026:
Staff from the City and Henkel Construction agreed to have all items completed so the
Plaza and spray pad can open the week of June 15.

Representatives from the City, Henkel Construction, and Confluence met on site on May
26 to review punch list items to ensure they have been corrected in accordance with the
plans and specifications. Completion status letters from each of the designers are
attached to this report.
Henkel Construction has completed all non-ice ribbon components of the Steven L.
Schainker Plaza as expected, except for:
Fog Nozzles - Most of the fog nozzles in the spray pad area become submerged in
water and therefore do not work. Confluence, project designer, is having
conversation with Aquatic Design, spray pad design sub-contractor, regarding why
the nozzles are not working properly when the other features are on. If there is a
solution to this problem, it will not be corrected until after September 1, 2026.
Repair Precast Concrete Panels - There is a location near the west roof line of the
building where the concrete has chipped out and needs to be repaired.
Additionally, there is another chip out above the door inside of the east restroom.
The contractor to perform these repairs is not available until the week of June 15.
Walkway Near the Food Truck Area - During the May 26 walkthrough, staff
questioned the quality of a section of the concrete walkway. It appeared to be
damaged during construction. The specific area is highlighted in the completion
status letters from Confluence. It was agreed that Henkel would remove and
replace this section as part of the ice ribbon rework since it could be further
damaged during the repour of the ice ribbon.
Bicycle Concrete Pads - Staff noticed the bicycle concrete pads are smaller than
what was specified, which will make it difficult to park bicycles. Henkel will remove
and replace these while they are performing the ice ribbon work. In the meantime,
staff will set up a temporary bicycle rack to accommodate bicyclists.
The state inspector conducted a pre-opening pool inspection on Wednesday, May 27.
The inspector was overall pleased with the facility but did cite several items needing
correction. The items below labeled "Major" need to be completed before the City
receives a license to operate. The issues that need to be addressed include:
Strainer Baskets - The features pump did not have a spare basket. This has been
corrected.
Spray Pad Rule Signs - Staff has posted temporary signs while permanent signs
are being made. This is a City responsibility.
Pump Interlock (Major) - The play feature pump needs to not operate if the
recirculation system is not operating. This was scheduled to be corrected
Friday, June 5. An update will be provided at the June 9th Council meeting.
Recirculation Rate (Major) - The spray pad's recirculation flow was 120 gpm, which
does not meet the design turnover rate of 134 gpm. The pump speed will need to
be increased slightly to achieve the required turnover rate. This was scheduled to
be corrected Friday, June 5. An update will be provided at the June 9th
2
Council meeting.
UV Disinfectant System (Major) - This was not operational due to a burnt bulb.
This has been corrected.
Electrically Bonded Equipment - Three locations in the mechanical room were not
bonded. This has been corrected.
Labeling of Pool Piping - Status labels on piping to distinguish the water (i.e.
discharge, treated, backwash, etc.) was not in place. This was scheduled to be
corrected Friday, June 5. An update will be provided at the June 9th Council
meeting.
The state inspector is scheduled to review the corrected items early next
week. Staff anticipates obtaining the license later in the week of June 8.
Staff installed four concrete pads and benches in the plaza.
The adirondack chairs have been delivered to the site and staff will be assembling them
prior to opening.
The tables with seating are expected to be delivered by July 1. In the meantime, park
picnic tables will be brought to the plaza prior to opening.
City staff will be installing temporary fencing around the ice ribbon on Monday, June 8. Once
the temporary fence is installed, Henkel will remove the fence around the perimeter of the
plaza.
STAFF COMMENTS:
Henkel has been responsive to finishing tasks so the City can take temporary
possession of the plaza. Staff is hopeful that the non-ice ribbon portion of the plaza will
open the week of June 15.

NEW Landscape Architectural scope items noted during site visit on 05/26/2026:
1. Concrete pavement near food truck entrance was noted as having several chips and gouges.
It was agreed that no remedial action should occur until after the replacement of the ice
ribbon due to potential for further damage. If no additional damage occurs from those
construction activities, the group determined that the most likely scope of replacement
would align with the highlighted area in the photo below:

Outstanding Splash Pad (Aquatic Design Group) scope items remaining since original observations
on 05/23/2025:
1. Fog Nozzles
a. Design Intent Per ADG: The intent of the system was to have the fog nozzles come on
when activated and begin the fog for a series of minutes then start individual water series
of the water nozzles, then cease and begin fog again, making a looping series of waterplay
time vs fog. The other thing we discussed was having the nighttime sequence just be the
fog. During after-hours the controller would just cycle on and off a timer that would allow
for fog only.

b. Fog Nozzle / Water Feature History
i. February 2022: Original Construction Documents
1. Fog nozzles were included in design that included runnel and
boulders and were detailed to be installed in a 2” height elevated ring
of concrete (see detail below).
ii. May 2022: Henkel Awarded contract

iii. October 2022: COA submits plans & specs to IDPH for initial review with
responses setting off a re-design process.
1. Regarding the fog nozzles specifically, the code official interpreted
the detailed tapered ring as a tripping hazard and would not allow
the feature to be installed as designed.
iv. May 2023: City Council approved redesigned linear splash pad design that
was constrained by IDPH code interpretation, directive to not add cost to the
project, and previously procured equipment (including fog nozzles).
v. May 2025:
1. May 1st & 2nd: Crystal Fountains on site for system start-up,
programming, and Owner training.
a. System was started up and choreography was programmed
per ADG intent to operate the water nozzles and fog nozzles
intermittently to avoid water over-run onto the fog nozzles.
Upon observing this, COA staff determined the timing did not
meet expectations regarding splash pad play value. System
programming was revised in the field to run all features
concurrently and the fog nozzles became ineffective due to
water over-run on top of the features.
2. May 23rd: Crystal Fountains and ADG on site for system review and
observation.
a. During testing on 5/23/2025 all features were running
concurrently – in conflict with original intent and thus
overflowing the fog nozzles and creating concern about their
functionality.
vi. July 2025: Fog nozzles were run in low-light conditions independently of the
water nozzles and the ADG described effect was observed – see example
photos below.

c. May 2026: COA preference would be for the system to be choreographed to
maximize water play value (traditional splash pad) while allowing time for the
resulting water flow to clear such that the fog nozzles are capable of emitting fog as
observed when run independently (similar to evening conditions observed on
7/8/25).
i. It is possible that doing so will result in a similar effect as originally observed
at system start-up in May of 2025.
ii. Both ADG and Crystal Fountains have met their contractual obligations for
site visits, programming, and training. Additional visits or services would be
billed to the COA.
iii. Henkel (Zach) and COA (Joshua) have agreed to coordinate in field to finalize
programming.
1. Confluence is willing to be present for any of the planned
coordination between Henkel and COA if it would prove helpful.
d. The design consultant (ADG) maintains that while the system’s original design intent
may not meet the COA’s current preference, it was what they were able to achieve
with the following limitations: delayed/unexpected code interpretation from local
officials, previously procured equipment, and lack of additional budget per Council
directive.
e. A final recommendation for COA consideration would be to use the water nozzles
only in the day-time programming to achieve traditional splash pad play value.
During evening hours – once the splash pad would no longer be operational - switch
to only the lighted fog nozzles turning on for a duration of time for their low-light
ambiance.

a. A revised version is in production and will be provided by equipment manufacturer.
3. System Map
a. Joshua Thompson requested a System Map to post in the equipment room.

MEPT PUNCH LIST
Project: Ames Plaza
Date: November 14, 2024

This is a record of site visitation done by KCL Engineering to observe the completion of construction
and general conformance to the Contract Documents. This report does not relieve the contractor of
work specified in the Contract Documents, including Addendums and Change Orders.
If any corrective action either described or implied from the included comments results in an
interpreted change in value to the contract, please discuss with the Architect/Engineer prior to
proceeding with that item.
General Deficiencies
1. Provide Owner’s O&M Manuals.
2. Provide As-built drawings with revisions and deviations included.
3. Provide owner training.
4. Provide warranties.
5. Clean and wipe down light fixture lenses and reflectors. Remove any visible
debris
6. Cut/remove any excess suspension cable from pendant mounted fixtures
once approved elevation has been set.
7. Test and provide report for lighting controls system(s).
8. Ensure all electrical junction boxes are properly labeled per specifications.
9. Provide outlet/receptacle circuit number identification labels for all devices.
10. Provide typed panel schedules for panelboards.
11. Provide covers for open junction boxes. Provide coverplates on devices.
12. Finish installation of access control system and devices.
13. Provide test and balance report for engineer review.
14. Verify exterior plumbing fixtures (drinking fountain, showers, hose bibs) are
functioning.
15. Provide equipment and piping identification labels throughout project.
16. Many plumbing isolation/shut-off valves are missing in general – please
install per plumbing drawings.
17. Verify all floor drains are uncovered and functional and trap guards have
been installed for all floor drains.
18. Verify all piping and duct penetrations through walls are sealed up.
19. Verify all plumbing fixtures have been cleaned.
20. Clean construction debris from all rooms in general.

Deficiencies:
Skate Rental 100
1. Close open junction box for lighting circuit.
2. EF-2 flexible fitting appears to be tweaked/torn.
3. EF-2 MOD is very loud when opening/closing.
4. Verify EUH-4 shuts off when tstat is adjusted.
Mechanical 101
1. Provide cover and close open junction box.
2. Provide final panel schedule.
3. Provide training to owner on lighting control system and finalize control
programming.
4. Didn’t see EUH-3 thermostat installed.
5. Appears to be a small water leak from the water entrance dripping on the
floor.
Restroom 102
1. Hand dryer is not functioning. Troubleshoot to provide functioning device.
Restroom 103
1. Revise vent piping to be secured against west wall (using unistrut or similar)
to prevent breakage from people hanging on it.
2. Remove key for hose bibb under sink and provide for owner.
Aquatic Equipment 104
1. MOD-1 not open when exhaust EF-3 is running per MOD schedule notes.
2. Need stainless steel fasteners and supports per keynote. Replace or add
supports with stainless.
3. Provide cover and close open junction box.

Ice Equipment 105
1. Need stainless steel fasteners and supports per keynote. Replace or add
supports with stainless.
2. Verify heating pad is functioning correctly. System was not active when
onsite.
3. Provide cover and close open junction box.
4. Safety sensors are installed with minimal slack. Remove zip ties and provide
slack in cable and sufficient support.

5. Red flashing light on emergency lighting in room. Troubleshoot or replace so
fixture functions correctly.
6. EF-4 did not appear to be wired and operational.
7. EF-4 duct wrap insulation is coming off.
8. EUH-6 thermostat did not appear to be installed.
9. Verify EF-3 operation with keyed switch and dry contacts connected to Ice
Equipment Controller per Fan Schedule.
10. Verify isolation valves and compressed air blow down quick connections are
provided for exterior showers per note on drawings.
11. Future water line from cooling tower is not installed yet and wall penetration
is open to exterior.
Garage 106
1. MOD-2 does not appear to be wired for power.
Exterior
1. Add support for pedestal food trucks. Pedestals are wobble too much as
installed.

2. Raise C1 fixtures in canopy area so they are within 6” of the junction box.
This will minimize damage and swinging fixtures in the wind.
3. Install cap on top of the IMC conduit used for the pedestal mount to match
detail on E4.1.
4. Specification requires IMC above grade for exposed exterior conduit. The
conduit onsite is PVC above grade. To provide similar protection of the
conduit, we recommend concrete curbs around exposed conduit that may be
exposed to lawn mowers, trimmers, etc that would damage the conduit .

5. Set long time trip on ice machine skid to match manufacturers requirements.
6. Install receptacle so it is flush to the front face of the box for the receptacle
near the drinking fountains.
7. Install ground strap in exterior receptacles. Ground strap is on the water
fountain receptacle only.

3. Contactor enclosure is already rusting at edge. Remove rust and paint.
