HomeMy WebLinkAboutA038 - Resolution accepting completion of the 2024/25 CDBG Infrastructure Program by Iowa Water & Waste SystemsITEM #:39 DATE:06-09-26 DEPT:PW SUBJECT:2024/25 CDBG INFRASTRUCTURE PROGRAM (S RUSSELL AVENUE - S 4TH STREET TO LINCOLN WAY) COUNCIL ACTION FORM BACKGROUND: This utility project included new water main infrastructure that improved water quality, reduced the number of lead services in the water distribution system, increased firefighting service capacity in this area, and benefited a HUD-identified Low- and Moderate-Income (LMI) population (Census Tract 10). The project location was along S Russell Avenue from S 4th Street to Lincoln Way. On October 21 , 2025, City Council awarded a contract to Iowa Water & Waste System of Boone, Iowa, in the amount of $484,024.40. One change order was administratively approved by staff as part of the project. Change Order No. 1 (balancing), an increase in the amount of $29,537.55, reflected actual measured quantities used during construction. The primary items contributing to the balancing change order include additional required water main fittings and increased quantities of pavement patching. Construction was completed in the amount of $513,561.95. Revenue for this project came from available Community Development Block Grant (CDBG) program and the associated expenses with the project are shown in the table below: Description Available Revenue Project Expenses CDBG Funding $ 680,000 Construction (this Council action) $ 513,561.95 Engineering/Administration $ 20,000.00 TOTAL $ 680,000 $ 533,561.95 ALTERNATIVES: 1. Accept the 2024/25 CDBG Infrastructure Program (S Russell Avenue - S 4th Street to Lincoln Way) project as completed by Iowa Water & Waste System, LLC of Boone, IA in the amount of $513,561.95. 2. Direct staff to pursue changes to the project. 1 CITY MANAGER'S RECOMMENDED ACTION: This project has been completed in accordance with the approved plans and specifications and improved water quality and firefighting capacity in a LMI census tract area. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as described above. ATTACHMENT(S): S.
