HomeMy WebLinkAboutA013 - Resolution approving preliminary plans & specs for the 2025/26 CDBG Water System Improvement projectITEM #:14 DATE:06-09-26 DEPT:PW SUBJECT:2024/25 CDBG WATER SYSTEM IMPROVEMENTS (S 3RD AVENUE - S RUSSELL AVENUE TO S OAK AVENUE) AND (S MAPLE AVENUE - S 2ND AVENUE TO S 4TH AVENUE) COUNCIL ACTION FORM BACKGROUND: The intent of this project is to utilize Community Development Block Grant (CDBG) funding to replace approximately 1,925 feet of existing 4-inch cast iron water main, originally installed in 1914, with new 8-inch main along S. Maple Avenue and S. 3rd Avenue. The water main in this location is in need of replacement due to its age and size. While the 4-inch water main was a standard size in 1914, it does not allow for the delivery of sufficient water volumes for contemporary firefighting capacity. The project will also include installation of new copper water services, some of which will replace known or suspected lead service lines. These improvements will enhance water quality, reduce the number of lead service lines, increase firefighting capacity, and provide direct benefits to a HUD-Identified Low- and Moderate-Income (LMI) population, Census Tract 10. City staff has completed plans and specifications for this project with revenue and estimated expenses as follows: Description Available Revenue Estimated Expenses CDBG Funding $ 519,000 Construction (est.) $ 490,516.50 Engineering/Administration (est.) $ 20,000.00 TOTAL $ 519,000 $ 510,516.50 ALTERNATIVES: 1. Approve the preliminary plans and specifications for the 2025/26 CDBG Water System Improvements (S 3rd Avenue - S Russell Avenue to S Oak Avenue) and (S Maple Avenue - S 2nd Avenue to S 4th Avenue) project, setting July 8, 2026, as the bid due date and July 14, 2026, as the date of Public Hearing. 2. Direct staff to revise the project. 3. Do not proceed with this project at this time. 1 CITY MANAGER'S RECOMMENDED ACTION: By improving the water systems in this neighborhood, residents will see improved water quality, firefighting capacity, and reliability that will benefit a HUD-identified Low- and Moderate-Income (LMI) population. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as described above. ATTACHMENT(S): S.
