SUBJECT:2025/26 ALLEY PAVEMENT IMPROVEMENT PROGRAM (ALLEY - SOUTH
OF LINCOLN WAY BETWEEN SOUTH KELLOGG AVENUE AND SOUTH
SHERMAN AVENUE)
COUNCIL ACTION FORM
BACKGROUND:
This program in the Capital Improvements Plan (CIP) is to reconstruct existing paved alleys
where the structural integrity of the existing pavement has diminished beyond repair. The
project location was the east/west alley south of Lincoln Way between South Kellogg
Avenue and South Sherman Avenue.
On March 24, 2026, City Council awarded a contract to Brother's Concrete, of Des Moines,
Iowa, in the amount of $116,833.30. One change order was administratively approved by staff
as part of the project. Change Order No. 1 (balancing), a deduction in the amount of
$4,253.97, reflected actual measured quantities completed during construction. Construction
was completed in the amount of $112,579.33.
Revenue and expenses associated with the project are estimated as follows:

ALTERNATIVES:
1. Accept the 2025/26 Alley Pavement Improvement Program (Alley - South of Lincoln Way
Between South Kellogg Ave and South Sherman Ave) project as completed by Brother's
Concrete, of Des Moines, Iowa, in the amount of $112,579.33.
2. Direct staff to pursue changes to the project.
CITY MANAGER'S RECOMMENDED ACTION:
This project has been completed in accordance with the approved plans and
specifications, and the reconstruction of the pavement will provide better structural
integrity, improved drainage, and access to businesses. Therefore, it is the
recommendation of the City Manager that the City Council adopt Alternative No. 1, as
described above.

I hereby certify the 2025/26 Alley Pavement Improvement Program (Alley-S. of

completed in an acceptable manner by Brother’s Concrete, of Des Moines, Iowa,
in the amount of $112,579.33 and was inspected by the Public Works Department
of the City of Ames, Iowa.
