HomeMy WebLinkAboutA001 - Council Action Form dated June 9, 2026ITEM #:38 DATE:06-09-26 DEPT:PW SUBJECT:2019/24 LOW POINT DRAINAGE IMPROVEMENTS - APPROVAL OF CHANGE ORDER #5 AND ACCEPTING COMPLETION OF PROJECT COUNCIL ACTION FORM BACKGROUND: This project included new storm sewer infrastructure that improves localized flooding in low points around the city, decreases traffic impediments, and reduces damage to infrastructure. The locations for these improvements included Kennedy Street (1100 block), Barr Drive (2100 block), Jensen Avenue (2200 block), Harrison Road (1900 block), Pearle Avenue alley, E. Lincoln Way (2000 block), Northridge Lane (2800 block), Garnet Drive (700 block), and Idaho Court (1200 block). On May 13, 2025, City Council awarded a contract to Iowa Water & Waste Systems of Boone, Iowa, in the amount of $523,245.20. Four (4) change orders have been administratively approved by staff. The cumulative amount of change orders 1-4 is $43,282.15. These change orders included unknown scope modifications at various project locations that have been encountered during the execution of the project. Change Order No. 5, in the amount of $12,150, is the balancing change order for the project and reflects actual field measured quantities completed during construction. City Council approval of Change Order No. 5 is necessary because the cumulative amount of all change orders for the project exceeds $50,000. Construction was completed in the amount of $578,677.35. Revenues and expenses associated with the project are estimated as follows: Description Revenues Expenses 2019-24 Low Point Drainage Program (Storm Water Utility)$682,146 Construction (as bid) $523,245.20 Change Orders No. 1-4 (previously approved by staff) 43,282.15 Change Order No. 5 (this Council Action) 12,150.00 Final Construction (this Council Action) 578,677.35 Engineering/Administration $53,468.65 Project Total $682,146 $632,146 Remaining revenue will be returned to the Storm Water Utility fund and programmed for future storm water priorities. 1 ALTERNATIVES: 1. The City Council may: a. Approve Change Order No. 5 in the amount of $12,150. b. Accept the 2019/24 Low Point Drainage Improvements Program as completed by Iowa Water & Waste System, LLC of Boone, IA in the amount of $578,677.35 2. Direct staff to pursue changes to the project. CITY MANAGER'S RECOMMENDED ACTION: This project has been completed in accordance with the approved plans and specifications and has improved conditions to better handle localized flooding c oncer n s . Therefore, it is the recommendation of the City Manager that the City Council approve Alternative No.1, as described above.
