HomeMy WebLinkAboutA015 - Resolution approving Department of Transportation Title VI Civil Rights Compliance Assurances and AgreementITEM #:17 DATE:03-24-26 DEPT:Admin SUBJECT:DEPARTMENT OF TRANSPORTATION TITLE VI CIVIL RIGHTS COMPLIANCE ASSURANCES AND AGREEMENT COUNCIL ACTION FORM BACKGROUND: Title VI of the Civil Rights Act of 1964 prohibits discrimination in providing government services. The Iowa Department of Transportation (DOT) requires that Title VI forms must be updated either every five years or whenever there is a change in the Office of the Mayor. The forms the DOT currently has on file for the City of Ames are from September 2020. Title VI documents deal specifically with Non-discrimination in Federally Assisted Programs and Activities and are required as a condition for receiving federal grant funds. The documents the DOT requires of the City to receive Federal financial assistance are: Standard DOT Title VI Assurances (see Attachment A) An executed Title VI Agreement (see Attachment B) By approving and signing the Assurances and Agreement documents, the City is ensuring that its contractors will comply with Title VI and that a Title VI Coordinator is appointed to oversee the implementation and compliance of the City's Title VI plan. Once the DOT receives and signs these documents, it will send the City a Federal-aid funding agreement. ALTERNATIVES: 1. Approve the Standard Title VI/Non-Discrimination Assurances and Agreement 2. Do not approve the Standard Title VI/Non-Discrimination Assurances and Agreement. CITY MANAGER'S RECOMMENDED ACTION: The City is required to comply with Title VI regulations, and a review shows that the City does not have the updated Title VI documents required for compliance. Title VI documents are required as a condition for receiving federal grant funds. Therefore, the City Manager recommends that the City Council adopt Alternative No. 1 as noted above.
