BACKGROUND AND PROJECT DESCRIPTION:
The applicant, Patty Yoder with Food at First, is requesting approval of a Special Use Permit
(SUP) to allow for a Social Service Provider use and related site improvements. The site is within
the Highway Oriented Commercial zone (HOC) and located at 320 SE 2nd Street, 405 & 413 SE
3rd Street (Attachment A, Location Map). The zone permits the use subject to approval by the
Zoning Board of Adjustment for a Special Use Permit.
Food at First currently provides services in First Christian Church (611 Clark Ave). Food at First
provides a daily free meal to approximately 70-145 people during any given meal. They also
provide a food pantry that is available during select hours on Monday, Thursday, and Saturday,
which serves approximately 100-175 people during any given opening. The services provided,
and planned, have exceeded the existing space that is available at their current location, which is
the reason for the 14,062 square foot building proposed as part of this use. If the new facility is
built, the Food At First operations at First Christian Church would be discontinued.
The proposed building is one story and includes a large, secured pantry that also contains a
cooler, a freezer, and offices. Outside of the panty there is laundry, showers, bathrooms and a
dining area. Lastly there is a kitchen where meals will be prepared daily.
The proposed new facility is described as open to the public during designated daily hours,
during the daily meal, and for pantry access similar to the current operations with an
additional daytime respite option and a new temporary sheltering component. See
applicant’s Program Narrative for more details.

Food at First will serve many people during the meal service and pantry service, which will have
2-3 dedicated employees with 5-25 volunteers on site during these activities. Due to the large
number of people served and limited staff, Food at First will always use 25 security cameras
available for monitoring. The building will also be designed to lock specific areas, such as the
pantry and kitchen.
The facility will also be open during the daytime for respite of individuals that are looking for a
place to work, relax, laundry, hygiene, etc., as described by the applicant.
The shelter component of the use applies to extreme weather events. The applicant states that
the service will be allowed during consecutive days with a temperature at or exceeding 95
degrees, and at or below 20 degrees. This service will be provided indoors with the use of cots.
The temporary shelter will include a strict cleanup and departure time of 8am.
Site improvements include the extension of SE 3rd Street and a sidewalk along SE 3rd Street to
enhance pedestrian access. The site will have two driveways to better serve the expected onsite
truck delivery activity, as well as provide access to Kingsbury 5th Additon Lot 1, see Attachment
B. There will also be an access easement that will provide continued access to Lot 1 should it be
developed in the future. The applicant has yet to provide a final truck access template for Lot 1 to
finalize the rear cross access design, a condition is included with this Special Use Permit to
finalize the site plan consistent with a future City Council approval of a Final Plat establishing the
cross easement.
The property will improve and maintain a detention basin located north of the building. There will
also be outdoor lighting, though no details were provided at this time, the owner anticipates having
4-6 light fixtures for the parking area. A condition is included for staff approval of a lighting plan.
The proposed plan meets City landscape standards for parking lot and SE 3rd Street front yard
landscaping. The frontage along SE 2nd has a waiver of front yard landscaping due to topography
from the Planning and Housing Director, but street trees are still required.
The site proposal includes a parking area with 76 stalls, including 10 accessible ADA spaces
located on the west side of the building near the main entrance. The Social Service Provider use
does not have a parking ratio within the code. Due to the anticipated activities of Food at First,
the Planning Director determined that the use most similar in nature for parking purposes is a
Community Building use with a ratio 1 parking spaces per 200 square feet of gross floor area. A
Community Building is a use that is generally open to the public and serves the public in a variety
of ways. With the building’s size, 70 parking spaces would be required and 76 have been
proposed. The applicant has also included bicycle parking area with the proposed plan,
recognizing that some clientele arrive on site without a vehicle. Parking demand is highest during
the food pantry operations, based upon current experiences at the 6th Street location.
The project proposes construction on Lots 2, 3, and 4 of the Kingsbury 5th Addition. When
originally final platted, the four lots shared access and utilities. The overall site will need to receive
an approved Final Plat that combines Lots 2, 3, 4 and establishes new easements to allow
development of the site. Under the current configuration of the lots, the site does not meet lot line
setbacks and easement limitations. Lot 1 will remain undeveloped at this time with plans to allow
commercial development in the future. Staff have reviewed a Sketch Plan for reconfiguration of
the property lines and easements. Staff recommends a condition that the owner receive Final Plat
approval prior to the issuance of a building permit.
Ames Plan 2040 establishes a wide range of Goals, Principles, and Policies. The Land Use and
Growth Element is the most pertinent section related to the proposal. Growth Goal 6, Planning for

Equity, emphasis considering the needs of a diverse population expanding transportation choices,
providing accessible institutions and services, and maintaining a variety of amenities. Food at
First will be a service furthers the go9als of the comprehensive plan by providing a safe location
to relax, work, and care for hygiene, provide meals and pantry access to those in need, and will
provide temporary access when the weather is harsh.
Ames Plan 2040 designates this area as Community Commercial/Retail (Com CR). Com CR
contains applicable features, such as being located in a commercial corridor, being located along
an arterial street (SE 3rd Street), and being in the HOC zone. The Com CR land use classification
includes goals such as: “introduce new and more varied land uses where appropriate” (pg. 60
Ames Plan 2040, see Attachment C). Com CR design guidelines also reference support for
development patterns that utilize transportation alternatives, reduced curb cuts, and shared
access points. Although the proposed Social Service Provider use is not designated as a
commercial use, the project incorporates several goals to enhance the commercial corridor on a
vacant property. Through the inclusion of added sidewalks, bike parking, nearby access to
CyRide, and shared access, the project looks to further the objectives of the comprehensive plan.
Site Conditions and Surroundings:
The property is currently vacant open space and 4.33 acres. The eastern side of the site is within
the Floodway Fringe. A Site Development Plan was approved in 2021 that would allow a car wash
to be developed on Lot 1, but development has not moved forward at this time and is now expired.
According to the Developers Agreement for the Kingsbury 5th Addition, SE 3rd Street is required
to be extended if development occurs on Lot 3 where this facility is proposed. The owners are
currently in the process of revising the agreement with City Council approval, but plan to extend
SE 3rd Street as shown on the proposed Site Plan. The rear of the site, Lot 4, has limited
development potential due to slopes, drainage, and easements and is only accessible via shared
access from SE 3rd Street.
The property is located two blocks off Duff Avenue, a major commercial corridor, and surrounded
by commercial uses on the west and south sides. North of the property, across SE 2nd, there are
existing single-family homes located in an HOC zone and designated Redirection by the
comprehensive plan. The property to the east is vacant open space zoned Agricultural but
designated General Commercial by the Ames Plan 2040. Property immediately to the west, is a
light industrial use. South of the site is Target. The building will be situated to the east of the front
façade of Target. The rear access drive for Target deliveries is across the proposed building.
PUBLIC NOTICING:
Notification was mailed to all owners of property within 400 feet. A notice of public hearing was
placed on the property and published in the newspaper.
APPLICABLE LAW:
Chapter 29, Section 29.1202(4) of the Ames Municipal Code contains Table 29.1202(4)-1, which
lists allowable uses for HOC as follows:

Special Use Permit Criteria- Section 29.1503(5)(a), (b), and (e) of the Zoning Ordinance
states the following:
(5) Review Criteria. Before a Special Use Permit application can be approved, the Zoning
Board of Adjustment shall establish that the following general standards, as well as the
specific standards outlined in subsections (b), (c), and (d) below, where applicable, have
been or shall be satisfied. The Board’s action shall be based on stated findings of fact.
The conditions imposed shall be construed as limitations on the power of the Board to act.
A mere finding that a use conforms to those conditions or a recitation of those conditions,
unaccompanied by specific findings of fact, shall not be considered findings of fact for the
purpose of complying with this Ordinance.
(a) General Standards. The Zoning Board of Adjustment shall review each application for
the purpose of determining that each proposed use meets the following standards,
and in addition, shall find adequate evidence that each use in its proposed location
will… [The specific criteria are listed in this report below.]
(b) Residential Zone Standards….
(c) Commercial Standards. The Zoning Board of Adjustment shall review each application
for the purpose of determining that each proposed use located in a commercial zone
meets the following standards as well as those set forth in Section 29.1503(4)(a) above
and, in addition, shall find adequate evidence that each use in its proposed location
will… [The specific criteria are listed in this report below.]
(d) Special Use Permits for Functional Families….
(e) Conditions. The Board may impose such additional conditions it deems necessary for
the general welfare, for the protection of individual property rights, and for ensuring
that the intent and objectives of this Ordinance will be observed.
FINDINGS OF FACT & CONCLUSIONS:
Based upon the submitted information and site plan provided in the application, the following
findings of fact and conclusions may be made regarding the standards of approval.
Special Use Permit – General Standards.
(i) Be harmonious with and in accordance with the general principles and proposals
of the Comprehensive Plan of the City.
Findings of Fact: Ames Plan 2040 designates the property as Community
Commercial/Retail (Com CR). The property to the east, west, and south are also
designated Com CR. Property further to the east is designated General Commercial. Area
north of SE 2nd Street is also designated as Redirection, which allows for future
consideration of residential or commercial use.

Community Commercial/Retail serves the community and region with larger format
commercial uses. It generally includes many larger sites and buildings situated along
arterial and collector streets to accommodate easy access and services. Uses are
primarily automobile accessed and include large parking areas.
The land uses in the area are generally commercial or intended for commercial use. Social
Service Provider is not a commercial use, but it is allowed in the HOC zone through a
Special Use Permit as an Institutional Use, which may have similar characteristics to
commercial uses. The proposed use is designed in a format similar to commercial uses
and does not conflict with other open space, community character, or transportation
policies of the Ames Plan 2040. Food at First incorporates many of the goals and
guidelines for commercial property in Com CR and will align with the general principals of
the Comprehensive Plan.
Food at First plans services and shelter, as state above, that aligns with Goal 6, Planning
for Equity. Goal 6 states: “Ames will continue to grow in diversity of its people and jobs
during the next twenty years. Equity with growth requires consideration of the needs of a
diverse population. This includes adding affordable housing, multiple housing types, and
market-based price points, supporting economic growth, expanding transportation choice,
providing accessible institutions and services, and maintaining a variety of amenities”.
Conclusions: Therefore, it can be concluded that the use meets General Standard (i)
for a Special Use Permit.
(ii) Be designed, constructed, operated and maintained so as to be harmonious and
appropriate in appearance with the existing and intended character of the general
vicinity and that such a use will not change the essential character of the area in
which it is proposed.
Findings of Fact: The character is primarily commercial in the vicinity of the site with some
agricultural land planned for commercial located to the east and residential located across
SE 2nd Street to the north.
The proposed use consists of programs intended to feed individuals throughout the week,
allow hygiene care, and provides a temporary shelter when necessary. The highest
intensity activities are during designated meal and pantry hours throughout the week.
Other primary uses in the area are restaurants and retail, which operate similar peak hours
during lunch and dinner hours.
While the proposed property will not contain commercial development, the design of the
site and activities of Food at First are consistent with its surroundings in terms of hours of
operations and levels of activity on the site. The site was designed consistently with
commercial design standards of the Zoning Ordinance.
Based upon experiences with the current facility, there is a high peak demand for parking
that utilizes on-site and off-site facilities generally exceeding 70 parking spaces. The
applicant has proposed 76 parking spaces and believes that with management of hours
of use, parking will not be an issue. Specific bicycle parking is also designated on the site
to accommodate clients not arriving by vehicles. The design of the parking area does
permit for easy access and circulation allowing for users to identify open parking spaces
without impacting the operations of the site or abutting street.

The project will continue to maintain Lot 1 as viable commercial property and will continue
to provide for a cross-access easement that will provide enhanced site access in the
future.
The use of the property as a Food at First should not have a detrimental effect on the
surrounding uses due to the proposed site improvements, including lighting controls, and
security measures.
Conclusions: Therefore, it can be concluded that the use meets General Standard (ii)
for a Special Use Permit.
(iii) Not be hazardous or disturbing to existing or future uses in the same general
vicinity.
Findings of Fact: The use of the property as a Food at First will not involve the keeping of
hazardous materials on site. The kitchen and pantry are open during select hours and
remain locked during hours that are not intended for meals or pantry access.
The property will primarily see increased traffic at specific times that are similar to
breakfast, lunch, and dinner hours, which is typical for the commercial area. The highest
level of activity is anticipated Monday-Thursday 4:30pm-6pm and Saturday 10am-
11:30am for pantry access. Food at First estimates that approximately 100-175 people
visit the site during these hours. The free daily meal will generate approximately 70-145
people Sunday-Friday 5:45pm-6:30pm and Saturday 11:30am-12:15pm. The site will be
accessed off SE 3rd Street with no access to SE 2nd Street.
The property has demonstrated that truck traffic can adequately enter the site and access
Lot 1 in the future.
The site studied traffic generations when it was originally planned for a shopping center.
The study estimated that 2220 trips would be generated during the weekday with 105 AM
trips in and 187 PM trips in that would be generated during peak hours. Food at First is
estimated to generate considerably less trips during peak hours at 13 AM trips in and 104
PM trips in. The weekday total for Food at First is estimated at 3095 trips in and out of the
site. While the peak hours are lower, the site is estimated to produce more weekly trips.
However, Transportation staff found these traffic levels consistent with the design of the
abutting commercial collector street with no additional improvements required.
Conclusions: Therefore, it can be concluded that the use meets General Standard
(iii) for a Special Use Permit.
(iv) Be served adequately by essential public facilities and services such as highways,
streets, police, fire protection, drainage structures, refuse disposal, water and
sewage facilities, and/or schools.
Findings of Fact: The site is served by SE 3rd Street, an arterial through Ames. The
property is served by all utilities and will meet emergency response service requirements.
The development of the site is conditioned with the final plat approval. The owner is
working with the City and a nearby property owner to extend SE 3rd Street. The cost to
extend the road will be shared by all three parties.

Staff does not anticipate any impact on any local utility, emergency response service, or
school.
Conclusions: Therefore, it can be concluded that the use meets General Standard
(iv) for a Special Use Permit.
(v) Not create excessive additional requirements at public cost for public facilities or
services.
Findings of Fact: City staff and the Police Department are familiar with operations for the
facility at its current location, across from City Hall. There are disturbances and calls for
service that occur with the use due to the high volume of people that come and go from
the site. The Police Department noted to Planning staff that with adequate security
measures they believe the use would not be a substantial demand on public services. A
condition related to security cameras is included as a condition within the report.
Conclusions: Therefore, it can be concluded that the use meets General Standard (v)
for a Special Use Permit.
(vi) Not involve uses, activities, processes, materials, and equipment or conditions of
operation that will be detrimental to any person, property, or general welfare by
reason of excessive production of traffic, noise, smoke, fumes, glare, or odors.
Findings of Fact: The primary operational conditions are use of the site on a daily basis.
Food at First primarily acts as a pantry and meal service use and will have higher levels
of traffic during designated meal hours. Due to the number of visitors, there will also be an
elevated amount of security, as well as outdoor lighting, that will increase safety. The uses
will occur within the building as described by the applicant. There are conditions proposed
to limit outdoor uses.
The site is located at the end of SE 3rd Street. Future extension of the street, other than
what is planned as part of this project, is not planned at this time. The highest use will be
during daily mealtimes and pantry access. A traffic study was done as mentioned above
that did not require any additional improvements. The road extension is required due to
the existing Developer Agreement and not due to the traffic volume that will be generated
Conclusions: Therefore, it can be concluded that the use meets General Standard
(vi) for a Special Use Permit.
(vii) Be consistent with the intent and purpose of the Zone in which it is proposed to
locate such use.
Findings of Fact: HOC zoning is intended to serve high volume commercial and service
uses with large parking needs. The Zoning Ordinance allows for Social Service Provider
uses in HOC through the Special Use Permit process. This requirement provides an extra
level of scrutiny to ensure compatibility with the surrounding neighborhood.
Staff does not anticipate that the proposed changes will be detrimental to the neighboring
areas due to compatible site design.
Conclusions: Therefore, it can be concluded that the use meets General Standard
(vii) for a Special Use Permit.

Special Use Permit – Commercial Standards.
(i) Be compatible with the potential commercial development and use of property
planned to occur in the area.
Findings of Fact: The use is compatible with commercial development, aligning the site
design with those of other commercial properties and meeting several goals and
guidelines outlined in the comprehensive plan related to commercial development. The
site will generate more trips on a weekly average than the previously expected commercial
development but operate primarily during designated meal and pantry hours. The
development of Food at First would use Lots 2, 3, and 4 of Kingsbury 5th Addition, leaving
Lot 1 developable as commercial property.
Conclusions: Therefore, it can be concluded that the use meets Commercial
Standard (i) for a Special Use Permit.
(ii) Represent the sufficiently desirable need for the entire community that the loss of
commercial land is justifiable in relation to the benefit.
Findings of Fact: Food at First is a nonprofit organization that provides a daily free meal
and provides pantry access on select days. In 2024, 58,600 individuals used the free
pantry, and 33,700 meals were served by Food at First. Food at First operates by receiving
donations from the community and helps feed individuals struggling with hunger. Due to
their large demand and hopes to expand programs that would allow showering and
laundry, Food at First has outgrown their current location.
The applicant responded to staff comments about retaining the most viable commercial
land by keeping Lot 1 open for commercial development. The remaining land area is
considered by staff to be a secondary commercial location due to its location and visibility,
meaning that it is viable for commercial use, but it is not a primary site needed to meet the
City’s commercial land area needs and can appropriately be utilized for other uses allowed
within HOC zoning.
The high volume of use fits best within a commercial setting where uses can be contained
primarily within the site. The site has good street access, pedestrian access, and some
bus access. Meeting diverse needs of the community in an appropriate setting is
consistent with principles of Ames Plan 2040 Land Use and Growth Element.
Conclusions: Therefore, it can be concluded that the use meets Commercial
Standard (ii) for a Special Use Permit.
(iii) Be consistent with all other applicable standards in the zone.
Findings of Fact: Food at First meets all applicable standards in the HOC zone. A reduction
in front yard landscaping along SE 2nd Street was approved by the Planning Director as
permitted for consideration of topographical conditions.
Conclusions: Therefore, it can be concluded that the use meets Commercial
Standard (iii) for a Special Use Permit.

ALTERNATIVES:
1. The Zoning Board of Adjustment may approve the Special Use Permit for a Social Service
Provider use that include principal functions of a food pantry, meal service, daytime respite
services, and temporary shelter, described herein, with related site improvements within the
Highway Oriented Commercial zone, located at 320 SE 2nd Street, 405 and 413 SE 3rd Street,
based on the findings of fact and conclusions stated herein, as detailed on the submitted Site
Plan, with the following conditions and stipulations:
a.) The Owner receives approval of a Final Plat prior to issuance of a building permit.
b.) The final design of the cross access to Lot 1 will be determined with Final Plat approval
and the Site Plan updated for paving as needed.
c.) Site lighting plan and mechanical equipment screening approval by the Planning
Division is required prior to issuance of a building permit.
d.) The property owner shall maintain 24/7 high resolution security camera coverage of
the building interior and exterior and retain footage for a minimum of 48 hours.
Employees and volunteers are to cooperate with police when needed for criminal
investigations related to incidents that occur on or adjacent to the site.
e.) No residential use of the property as short-term lodging or household use is permitted.
Additionally, no camping or housing of individuals outside of the building overnight is
permitted.
f.) The temporary shelter use is limited to extreme weather-related events.
g.) Outdoor storage is not identified with the proposed Special Use Permit. Accessory
outdoor storage may only permitted as a minor amendment to the plan by approval of
a zoning permit by the Planning Division and is limited to designated areas on the site
that area determined to be compatible with a commercial environment and
appropriately secured to as approved by a zoning permit. Outside storage may be
referred to the ZBA as for approval as a major amendment at the discretion of the
Planning Division.
h.) If the use is discontinued for more than 12 months or not initiated within 12 months of
receiving a Certificate of Occupancy from the City of Ames Inspections Division, the
approval shall be considered null and void. The facility would be used for a conforming
HOC use. Any request to reestablish the use after 12 months or at any time to change
social service provider principal uses, shall require approval of a Special Use Permit
by the ZBA.
2. The Zoning Board of Adjustment may approve the Special Use Permit for a Social Service
Provider use and related site improvements within the Highway Oriented Commercial zone,
located at 320 SE 2nd Street, 405 and 413 SE 3rd Street, based on the findings of fact and
conclusions stated herein, as detailed on the submitted Site Plan, based on the findings of
fact and conclusions stated herein, as detailed on the submitted Site Plan, with conditions or
different stipulations from Alternative #1.
3. The Zoning Board of Adjustment may deny the Special Use Permit for a Social Service
Provider use and related site improvements within the Highway Oriented Commercial zone,
located at 320 SE 2nd Street, 405 and 413 SE 3rd Street, based on the findings of fact and
conclusions stated herein, as detailed on the submitted Site Plan, if the Board finds and
concludes that the proposed Special Use Permit is not consistent with adopted policies and
regulations, or that the development will impose impacts that cannot be reasonably mitigated.
4. The Zoning Board of Adjustment may continue this request to a future meeting of the ZBA to
allow the applicant to provide additional information.

PLANNING AND HOUSING DEPARTMENT RECOMMENDED ACTION:
Staff concludes that the proposed Special Use Permit to for a Social Service Provider use and
related site improvements within the Highway Oriented Commercial zone, located at 320 SE 2nd
Street, 405 and 413 SE 3rd Street is consistent with the general and commercial standards for
granting a Special Use Permit based upon details of the site plan, described use, context of
surroundings, and conditions.
Therefore, based upon the Findings of Fact and Conclusions above, it is the
recommendation of the Department of Planning and Housing that the Zoning Board of
Adjustment act in accordance with Alternative #1, including the stipulations stated therein.

Food at First - Proposed Plan of Operation at Building Site, December 2025
Food at First is an Ames-founded non-profit 501(c)(3) organization that has been
operating since 2004. We moved into our current location, 611 Clark Ave, Ames, IA, in 2015. At
our current level of operation, the space available to us at 611 Clark Ave is no longer sufficient.
In the proposed new building, most of our standard methods of operation will translate
directly, but we anticipate adapting processes to better fit the new space. Listed below are
Section 1, the programs and methods we currently support and how we plan to further
support/expand/adapt them in our new space, and Section 2, the new programs and methods
we plan to add to better serve the needs of Story County residents in our new space.
Section 1: Current Successful Operations that we Plan to Continue
Programs
● Food at First holds a daily Free Meal program. On Sunday-Friday, the meal is
held from 5:45 pm-6:30 pm, and on Saturdays it is held from 11:30 am-12:15 pm.
One hot meal a day, every day. We will absolutely continue this program in the
new site and expand our reach to feed more people in Story County.
● We serve anywhere from 70 to 145 people during any given mealtime at our
current location.
● Food at First has a food pantry, which we call the Free Market, that operates
Mondays and Thursdays from 4:30 pm-6:00 pm and Saturdays from 10:00
am-11:30 am. We will absolutely continue this program at the new site and
expand our reach to feed more people in Story County.
● We serve anywhere from 100 to 175 people at our current location during any
given Free Market.
Hours of Building Access/Personnel/Security
● There are select, longtime, and trusted volunteers who are allowed access to our
space through assigned key entry from 5:45 am to 9 pm at the discretion of the
Executive Director.
● There will always be 2-3 employees on site when doors are open to clients, along
with anywhere from 5 to 25 volunteers, depending on the time of day.
● We open the doors for clients on weekdays from 9 am to 7 pm. On Saturdays,
these hours are 9 am to 1 pm, and on Sundays, 3 pm to 7 pm. Clients often sit and
chat, work, occasionally doze, and are offered a little something to eat. They are
always welcome to the provided water and hot coffee.
Cameras
● Currently, we use Reolink cameras and have been very happy with them. They
swivel, have spotlights, and record very well. At the new site, we plan to increase
the number of cameras we have to suit the space better. Our plan for cameras in
the new site is as follows:
○ 6 in the dining room
○ 6 in the pantry area
○ 2 in the restroom hallway
○ 2 in the kitchen
○ 1 in the Chef’s pantry (it has an exit door)
○ 2 at each of the three main doors, 1 at each of the other three exits
○ 1 at each dumpster we plan for 2 dumpsters
○ 1 at each corner of the building
○ 2 on each of the lightpoles for a 360 view of the parking lot, we plan for
four to six lightpoles
○ 2 on the shed
● These cameras and their live/recorded footage will be available for viewing at all
times of day for Office working employees through the Reolink camera app. In
the office, 12 main cameras (those with the best view of high-traffic areas) will
have their footage displayed on two large desktop computers at all times.
● The selected cameras can be changed if there is a greater need for watchfulness
in areas other than those chosen. (All of the feeds are available to pull up on the
desktop.)
Section 2: New Operations to our Organization that we Plan to Implement at the Site
Programs
● Over the years, we have identified that free showers and laundry could be a great help to
many people, so we would like to offer them to our clients. Accessible hygiene is crucial
to the health of all people. Additionally, many clients would have an easier time meeting
the hygiene requirements necessary to work a job or attend an interview if they had
access to cost-free laundering facilities and showers.
○ These showers and laundering services would be staffed and monitored by
trained volunteers to ensure proper use of the facilities. Those who do not use the
facilities properly will not be allowed to use them.
● We are designing the building to lock off specific areas (food pantry, kitchen) to facilitate
a warming center on severely cold nights.
○ 20 degrees Fahrenheit or lower with wind chill
○ Staffed by at least one employee and several competent volunteers, with training
on homelessness de-escalation methods.
○ We will implement monitoring and evaluation procedures for the warming and
cooling centers, including staff training and strict rules enforcement, to ensure
safety and effectiveness.
○ We will set up cots in our dining room, and there will be a strict
wake-up/clean-up time to clear the room by 8 a.m.
● We would use it less often as a cooling center, but this would be available.
○ The heat index is 95 degrees Fahrenheit or above for two consecutive days, and it
does not fall below 75 degrees Fahrenheit at night.
○ The cooling center would be used and monitored the same way as previously
listed in the warming center description.

STANDARD CONSTRUCTION NOTES:

2.ANY DEFECTIVE WORK CONDEMNED BY THE ENGINEER/OWNER SHALL BE REMOVED AND REPLACED AT THE CONTRACTOR'S EXPENSE IN ACCORDANCE WITH SECTION 1050, 1.08 'REMOVAL OF DEFECTIVE WORK' OF THE STANDARDS

10.THE CONTRACTOR SHALL SUBMIT TO THE ENGINEER/OWNER FOR APPROVAL A PROGRESS SCHEDULE THAT WILL ENSURE THE COMPLETION OF THE PROJECT WITHIN THE TIME SPECIFIED. IF IT APPEARS THE RATE OF PROGRESS IS SUCH
THAT THE CONTRACT WILL NOT BE COMPLETED WITHIN THE TIME ALLOWED, OR IF THE WORK IS NOT BEING EXECUTED IN A SATISFACTORY AND WORKMANLIKE MANNER, THE ENGINEER/OWNER MAY ORDER THE CONTRACTOR TO TAKE
