OF THE ELECTRIC UTILITY OPERATIONS REVIEW & ADVISORY BOARD
(EUORAB)
JANUARY 17, 2024
The regular meeting of EU ORAB was called to order by Jeff Witt at 12:02 p.m. on January
17, 2024. EUORAB Members present were Randy Larabee and Jeff Witt. Mike Wilson
arrived at 12:17 and Jonathon Fleming arrived at 12:30. Mariele Storm was absent. Also
present were Electric Director Donald Korn, Assistant Electric Director Curtis Spence, and
Energy Services Coordinator Joel Zook.
Approval of November 9, 2023, Minutes: Jonathon stated that his name was spelled
incorrectly in the November minutes. Moved by Wilson, seconded by Fleming, to approve
the minutes of the November 9, 2023, meeting with the correction of Jonathon's name.
-----Vote 4-0. Motion passed.
Publi c Forum: Bob Haug was present. Mr. Haug stated that he felt the Climate Action
Plan was missing information regarding renewable energy. He stated that there is no line
item specifying that Electric would invest in renewables on a more permanent level.
Rather than renting renewable energy, he feels that the City should use the power of tax
exempt financing to build its own renewable energy sources.
Capital Improvement Projects (CIP) 2024-2029: Director Korn presented the 2024-
2029 CIP to EUORAB. Moved by Larabee, seconded by Fleming to accept the CIP as
presented and forward to the City Council for approval. Vote 4-0. Motion passed.
Update to SunSmart Conditions: Joel shared with the Board clarifications that needed
to be added to the SunSmart Conditions regarding unclaimed power packs.
Cookie Rate Design: Joel presented a cookie exercise to demonstrate possible utility
rate designs.
