SUBJECT:2025/26 SHARED USE PATH MAINTENANCE CONTRACT NO. 1
COUNCIL ACTION FORM
BACKGROUND:
This project focuses on sealing cracks and joints in asphalt shared use paths that can occur
due to expansion and contraction of the path pavements during seasonal temperature
extremes. This project will also include a seal coat surface treatment on shared use paths
following joint sealing.
Locations are determined using a condition inventory, visual inspection of paths, and input
from users. Improvements will enhance safety, usability, and also improve the aesthetics of
the path/trail system. A map and list of locations for this project is attached.
On September 17, 2025 bids were received as follows:

Engineer's Estimate $140,516
TK Concrete $135,384
There is $375,000 of Local Option Sales Tax funding allocated to this program in FY 2025/26
in the Capital Improvements Plan. Remaining funding will be utilized for other shared use path
maintenance priorities.
ALTERNATIVES:
1. Accept the report of bids for the 2025/26 Shared Use Maintenance Contract No. 1
project, approve final plans and specifications, and award a contract to TK Concrete, of
Pella, IA, in the amount of $135,384
2. Do not award the project and direct staff to make changes to the project.
CITY MANAGER'S RECOMMENDED ACTION:
This project will aid in extending the lifespan of the asphalt paths and enhance the user
experience by repairing joints and cracks in the paths. Therefore, it is the
recommendation of the City Manager that the City Council adopt Alternative No. 1 as
described above.
