HomeMy WebLinkAboutA022 - Resolution approving Professional Services Agreement with WHKS of Ames, IA, for 2025/26 Concrete Street Pavement Improvements Program in an amount not to exceed $321,000ITEM #:26 DATE:08-12-25 DEPT:PW SUBJECT:2025/26 CONCRETE STREET PAVEMENT IMPROVEMENTS PROGRAM COUNCIL ACTION FORM BACKGROUND: The Concrete Street Pavement Improvements Program is an annual program for the reconstruction or rehabilitation of concrete streets in the Capital Improvement Plan (CIP). The 2025/26 program locations include: Campus Avenue (Lincoln Way to Oakland Street); Sunset Avenue (Ash Avenue to Beach Avenue); and Clark Avenue (Ninth Street to 13th Street). These three streets are anticipated to undergo full-depth concrete replacement and the removal and replacement of the majority of sewer structures. Sunset Avenue and Clark Avenue will also include new 8-inch water mains. Additionally, pedestrian ramps will be reviewed and updated for all locations. Staff initiated a Request for Proposals (RFP) process for professional services for the design and development of plans and specifications for the project. Proposals for this work were received from 14 engineering firms on July 9, 2025. The proposals were evaluated on their qualifications according to the following criteria: Project Understanding, Project Approach, Design Team/Key Personnel, and Previous Experience. Staff has reviewed WHKS' proposed fee of $321,000 and believes it provides the greatest value in terms of services being provided for the project. The proposed fee is near the average for all proposals received and aligns with the proposed scope of work. Approve the professional services agreement with WHKS of Ames, IA, for the 2025/26 Concrete Street Pavement Improvements Program in an amount not to exceed $321,000. 2. Direct staff to negotiate an engineering agreement with another consulting firm. CITY MANAGER'S RECOMMENDED ACTION: Based on staff’s evaluation using the above criteria, WHKS will provide the best value to the City for professional services for the 2025/26 Concrete Street Pavement Improvements program. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as noted above.
