HomeMy WebLinkAboutA020 - Resolution approving Detour Agreement with Iowa Department of Transportation for US 30 Pavement ProjectITEM #:24 DATE:08-12-25 DEPT:PW SUBJECT:IDOT DETOUR AGREEMENT FOR US 30 PAVEMENT PROJECT COUNCIL ACTION FORM BACKGROUND: The Iowa Department of Transportation (DOT) has scheduled a 2026 construction project in the eastbound lanes of US 30 in Ames between South Duff Avenue to South Dayton Avenue. To complete the construction project, the eastbound interchange ramps along US 30 will be temporarily closed between April 1 and November 15, 2026. To accommodate traffic during construction, the DOT has proposed detouring vehicles onto local roads. The City has been asked to enter into an Agreement for Use of Local Agency Roads as Detours (attached). The designated detour route includes SE 16th Street from US 69 to South Dayton Avenue, and South Dayton Avenue from SE 16th Street to US 30. The closure and detours are marked on the attached agreement. According to the agreement: The DOT will maintain the detour route during the closure period and provide all required traffic control devices per the Manual on Uniform Traffic Control Devices (MUTCD). The DOT and Engineers from the City will jointly inspect the condition of the detour route prior to construction. The DOT will compensate the City or restore the local roads to their original condition if excessive wear or damage occurs due to the detour, following DOT Policy 600.05 and Iowa Code Sections 313.28 and 313.29. No pre-detour maintenance is planned. The City has the option to disallow oversize/overweight loads, and the DOT will be responsible for routing such traffic if permitted. The Public Works Traffic Division will continually monitor and adjust signal timings as needed during the detour period. This project is expected to be bid by the DOT this fall. Once a contractor has been awarded the contract, City staff will learn more about the project timing and efforts that can be undertaken to accommodate the particularly heavy traffic in this area related to ISU football game days. ALTERNATIVES: 1. Approve the attached Detour Agreement with Iowa Department of Transportation for PCC Pavement - Grade and New project. 2. Do not approve the detour agreement. 1 CITY MANAGER'S RECOMMENDED ACTION: The proposed detour is necessary to allow the Iowa DOT to complete construction activities on US 30 while providing the most effective management of traffic during the construction period. While public notification will be the responsibility of the Iowa DOT, the City will assist with public awareness efforts. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as described above. Interchange Ramps along US 30 will need to be closed in order to complete the project. Construction will occur in calendar year 2026, and the closure is estimated to be from April 1 to November 15. During the project, US 30 ramp traffic will be detoured as indicated on the enclosed maps. This detour will include local agency roads and requires an Agreement for Use of Local Agency Roads as Detours. If this is agreeable, please return a signed copy of the enclosed agreement. WHEREAS, the DOT, hereinafter known as DOT, has determined the necessity to temporarily close primary highway US 30 EB Ent. Loop from US 69 to US 30 for the purpose of construction, reconstruction, maintenance, natural disasters, or other emergencies that are 48 hours or longer (incident management temporary detours are covered under a separate detour agreement (Form 810076)); and WHEREAS, it is necessary to provide a detour for the primary highway closure period; and WHEREAS, the LPA agrees to permit the use of its roads as a detour, more particularly described as follows: On SE 16th St, from US 69 to S Dayton Ave; On S Dayton Ave, from SE 16th St to US 30; ; and WHEREAS, Authorized representatives of both the DOT and the LPA have jointly inspected and documented the condition of the proposed detour to reasonably reflect the condition of the roadway base, surface, shoulders and bridges; and WHEREAS, the DOT has reviewed and inspected the bridges on the detour, if applicable. The LPA will will not allow oversize and/or overweight loads. The DOT shall approve the routing of overweight vehicles on the detour route, up to the limits specified by the LPA; and WHEREAS, the DOT agrees to perform the following pre-detour maintenance, if any: None ; and WHEREAS, the DOT agrees to maintain the detour and provide all traffic control devices required by the Manual of Uniform Traffic Control Devices (MUTCD), as adopted by the DOT pursuant to 761 IAC 130, including the marking of no-passing zones during the period the local agency road(s) and structure(s) are being utilized as a primary road detour; and WHEREAS, Prior to revocation of the detour, the DOT shall follow Iowa DOT Policy 600.05 for detour compensation of the LPA, and when requested by the LPA, either restore the local agency road to as good of condition as it was prior to its designation as a temporary primary road, or adequately compensate the local agency for excessive traffic or damage upon the local agency road during the period it was used as a temporary primary road, in accordance with Section 313.28 or Section 313.29 of the Iowa Code and Iowa DOT Policy 600.05; and WHEREAS, The detour period is estimated to begin April 1, 2026 and end November 15, 2026 ; and (date) (date) WHEREAS, the parties agree to the following additional provisions, if any: None NOW, THEREFORE, BE IT AGREED that the described road be used as a detour under stipulations outlined above.
