OF THE AMES CITY COUNCIL
AMES, IOWA AUGUST 6, 1990
The Ames City Council met in special session at 7:30 p.m. on August 6, 1990, in the Council
Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Acting Mayor Brown presiding
and the following members present: Campbell, Hertz, Hoffman, and Wirth. Mayor Curtis and
Council Member Parks were absent.
AMES AFTER HOURS: Jim Dickson, Chair of the United Way Campaign Committee, requested
that United Way be allowed to utilize the Community Center Gymnasium as the site of an after
work reception on September 19, 1990, for the kickoff of the 1990 United Way campaign. He
also asked for use of the Council Chambers to show a film to United Way volunteers.
Moved by Campbell, seconded by Hoffman, to approve the request to utilize the Community
Center Gymnasium and the City Council Chambers for the kickoff of the 1990 United Way
Campaign on September 19, 1990, with the City serving as co-sponsor of the event and waiving
the normal non-profit user fee for the gymnasium.
Vote on Motion: 5-0. Motion declared carried unanimously.
WORKSHOP ON YARD WASTES: City Manager Schainker and Paul Wiegand, Director of
Public Works discussed the issues of recycling, the life of the landfill, and yard wastes with the
Council.
Moved by Campbell, seconded by Hertz, to direct Staff to develop a yard waste ordinance that
implements the following activities:
Public Education: A strong program of information must be established using area media, utility
billing inserts, and direct mailings to create an awareness among our citizens and the citizens of
the participating agencies of the yard waste regulations and requirements for compliance. In
addition, an educational program indicating ways that the generation of yard wastes, especially
grass clippings, can be minimized or handled individually with backyard composting should be
developed.
Grass Clippings and Garden Wastes: Have private collection with one day per week in each area
of the City established for grass clippings and garden wastes. The private haulers would deliver
to our land application site and we would charge them a disposal fee. They would combine the
disposal fee with their collection costs and bill the citizens. Private dropoff would be allowed
within limited time frames at an established rate. The City would do the land application by
contract or by our own forces.
Brush and Trees: Have the private collection of brush and trees on thesame route and schedule
as the grass and garden wastes except that the two must remain separated since the brush and
trees will be chipped rather than land applied. The private haulers would deliver to our disposal
site and we would charge them a fee. They would combine the fee with their collection cost and
bill the citizen. Private dropoff would be allowed within limited time frames at an established
rate. This material would then be chipped by the City or a contractor. The chips would be given
away on a first come first serve basis with the excess, if any, used by City operations.
Leaves: Upon further evaluation of the expanded leaf vacuum proposal, staff feels that the
logistics and personnel demands will cause problems with current work loads and work priorities
during the fall season. In addition, the time flexibility for each resident is greater if leaf
collection is extended throughout the leaf season rather than at two definite time periods
determined by the City. Staff recommends that the fall leaf collection be completed by private
haulers on the same route and schedule as the other types of yard wastes. This is a return to
practices of prior years, except that the leaves and other yard wastes must be separated from
other solid wastes. Disposal costs would be calculated and charged at the dropoff site. The
disposal costs would be combined with the collection costs and charged to the citizen.
Vote on Motion: 5-0. Motion declared carried unanimously.
COMMENTS: Council Member Hertz expressed concern about overhanging branches on Duff
Avenue north of 13th Street. Council Member Wirth said that she had received complaints
about the corner bicycle and wheelchair cuts on the sidewalks on 9th Street. Council Member
Hoffman asked that the possibility of changing 5th street to two-way traffic be considered.
ADJOURNMENT: The meeting was adjourned at 9:45 p.m.
