OF THE AMES CITY COUNCIL
AMES, IOWA AUGUST 3, 1990
The Ames City Council met in special session at 7:30 a.m. on August 3, 1990, in the Council
Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Mayor Pro Tem John Parks
presiding and the following members present: Brown, Campbell, Hertz and Hoffman. Mayor Curtis
and Council Member Wirth were absent.
PROCEDURE FOR FLOOD PLAIN MANAGEMENT DETERMINATIONS: John Klaus,
City Attorney, stated that a response was received from the Federal Emergency Management
Agency concerning the City's interpretation of the law on the procedure for floor plain
management determinations. He further stated that FEMA's reply was discouraging in that any
action taken against their recommendation would endanger the insurability of all Ames residents
for flood insurance.
Felecia Hoff, 323 South Russell Avenue, explained that her husband and she are in line for an
SBA loan. She requested that the Council deny their application for a building permit as they
would be eligible for a larger loan with SBA.
Moved by Brown, seconded by Hertz, to direct Staff to adhere to a Federal Emergency
Management Agency approved valuation method in determining if flood-damaged buildings
must be elevated above the 100-year flood level in order to meet requirements for City
participation in the flood insurance program; and, to deny the application for a building permit
for property located at 323 South Russell Avenue.
Vote on Motion: 5-0. (Motion declared carried unanimously.)
Discussion was held regarding Staff's notification procedure in the event of future flooding.
City Manager Steve Schainker explained that it has not yet been determined which party is
responsible for cleaning out the debris and obstructions from Squaw Creek.
Betty Barnhouse, 325 South Riverside Drive, stated that her husband and she have lived at this
address for 24 years, and the City was responsible for cleaning out the creek in the aftermath of
previous floods. She indicated that the City should also be accountable for the clean-up of the
debris this time.
NON-ENFORCEMENT OF PARKING REGULATIONS AT DEPOT PARKING LOT:
Moved by Hoffman, seconded by Brown, to direct the Police Department not to enforce the
parking regulations at the Depot parking lot on Saturday, August 4, 1990, in order to
accommodate the Iowa Games volkswalk participants.
Vote on Motion: 5-0. (Motion declared carried unanimously.)
COMMENTS: Council Member Hoffman asked if a date had been set for the EUORAB meeting,
and City Manager Steve Schainker replied that though no specific date had been set, it will most
likely be held the third week of August.
ADJOURNMENT: The meeting was adjourned at 7:50 a.m.
