OF THE AMES CITY COUNCIL
AMES, IOWA SEPTEMBER 1, 1992
The Ames City Council met in special session at 8:40 a.m., September 1, 1992, in the Council
Chambers of the City Hall/Community Center, pursuant to law, with Mayor Curtis presiding and
the following members present: Brown, Campbell, Hertz, Hoffman, Parks and Wirth. Human
Resources Officer, Deb Braland; and City Manager, Steve Schainker were also present.
APPOINTMENT OF NEW CITY CLERK: The four candidates which Council had previously
interviewed were: Sandy Ryan, Acting City Clerk from Beaverton, Oregon; Arlene Gallion,
previous Deputy County Auditor for Cerro Gordo County from Manly, Iowa; Carol Steinman,
Principal Clerk for the City of Ames; and Lori Auestad, City Clerk from Jewell, Iowa.
Moved by Campbell, seconded by Brown, to hold a closed session as provided by Section
21.5(1)a, Code of Iowa, to discuss the final candidate selection for the position of City
Clerk.
Roll Call Vote: 6-0. Motion declared carried unanimously.
Moved by Parks, seconded by Brown, to end the closed session.
Roll Call Vote: 6-0. Motion declared carried unanimously.
Moved by Brown, seconded by Wirth, to appoint Sandy Ryan as City Clerk.
Roll Call Vote: 6-0. Motion declared carried unanimously.
Moved by Hoffman, seconded by Campbell, to stipulate that Ms. Ryan complete
participation of the Iowa Clerk's Institute and be evaluated at three months and again at six
months after beginning employment with the City of Ames.
Vote on Motion: 6-0. Motion declared carried unanimously.
Moved by Campbell, seconded by Parks, to set the starting salary for the new City Clerk
at $33,000.
Vote on Motion: 6-0. Motion declared carried unanimously.
Mayor Curtis stated that he will contact Ms. Ryan and write letters to the other three candidates
informing them of the Council's decision.
Council Member Hertz asked about the usual terms of moving allowances.
City Manager Schainker replied that for a professional position, the customary rule the City uses
is to reimburse moving expenses up to 10 percent of the employee's gross salary. Therefore,
$3,300 could be reimbursed upon receipt of the actual moving expenses.
Moved by Hertz, seconded by Wirth, to reimburse Ms. Ryan for moving expenses up to
$3,300.
Vote on Motion: 6-0. Motion declared carried unanimously.
Human Resources Officer Braland stated that typically all new appointments are subject to the
successful completion of a physical examination and a police background check.
Moved by Campbell, seconded by Parks, to also stipulate that Ms. Ryan's appointment is subject
to the successful completion of a physical examination and a police background check.
Vote on Motion: 6-0. Motion declared carried unanimously.
ADJOURNMENT: The meeting adjourned at 9:10 a.m.
