OF THE AMES CITY COUNCIL
AMES, IOWA MAY 4, 1992
The Ames City Council met in special session at 7:00 p.m. on Tuesday, May 4, 1992, in the City
Council Chambers in the City Hall, 515 Clark Avenue, pursuant to law with Mayor Pro Tem Brown
presiding and the following Council Members present: Campbell, Hertz, Hoffman, and Wirth.
Mayor Curtis and Council Member Parks were absent.
CONSENT AGENDA: Moved by Hoffman, seconded by Campbell, to approve the following
items on the consent agenda.
1. RESOLUTION NO. 92-147 approving an increase in the contract amount for purchase of
City Hall Public Art from Joe Muench.
2. RESOLUTION NO. 92-148 approving the award of architectural services for the water
meter shop.
3. RESOLUTION NO. 92-149 approving the financial commitment agreement between the
City of Ames and Midland Savings Bank, Ames Savings Bank, First National Bank,
American State Bank, Story County Bank, and FirStar Bank in connection with the City's
1992/93 CDBG Affordable Housing Program.
Roll Call Vote: 5-0. Resolutions declared adopted unanimously, signed by the Mayor, and
hereby made a portion of these minutes.
HISTORIC RESOURCES INVENTORY WORKSHOP: William Page, the consultant hired by
the City to conduct the Historic Resources Inventory, reviewed a history of community planning
in Ames. He then informed those present that he began his inventory in 1990 and has since
carried out an intensive survey of downtown Ames and a reconnaissance survey of the rest of
the city which was inside the corporate limits of the City in 1943. Mr. Page stated that a
reconnaissance survey provides a historic context to understand local history. He discussed the
National Historic Register and the fact that private properties listed in this register are not
regulated by the Federal Government, but public properties are. Private properties so designated
may even be demolished. Mr. Page recommended that Ames apply to become a Certified Local
Government to be eligible to apply for grants for preservation planning. He showed slides of
significant properties and neighborhoods in Ames. Mr. Page recommended that intensive
surveys be conducted in several of these neighborhoods, preferably beginning with the easy
ones. He said that all history cannot be preserved, but criteria need to be developed to
systematically decide what should be saved. He suggested that the City of Ames make a serious
commitment to historic preservation by setting a twenty year goal for implementation of the
recommendations in his report.
Brian O'Connell, Director of Planning and Housing, suggested that the information in Mr. Page's
report be referred to the Historic Preservation Commission. Council Member Wirth suggested
that the Commission also consider two applications for historic landmarks that have already been
received by the City.
Moved by Hoffman, seconded by Campbell, to refer the report on the Historic Resources
Inventory to the Historic Preservation Commission.
Vote on Motion: 5-0. Motion declared carried unanimously.
COMMENTS: The council briefly discussed street vendors, private parties during VEISHEA,
Open House at the Water Plant, and the Animal Control Shelter.
ADJOURNMENT: The meeting was adjourned at 8:30 p.m.
