OF THE AMES CITY COUNCIL
AMES, IOWA MARCH 31, 1992
The Ames City Council met in special session at 5:00 p.m. on Tuesday, March 31, 1992, in the
Executive Dining Room at the Holiday Inn/Gateway Center pursuant to law with Mayor Curtis
presiding and the following Council Members present: Brown, Campbell, Hertz, Parks, and Wirth.
Council Member Hoffman arrived late.
ALPHA CHI OMEGA: Moved by Campbell, seconded by Parks, to approve a request from Alpha
Chi Omega Sorority to allow underage people on the premises of the Coliseum while alcohol
is being served on April 3, 1992
Vote on Motion: 4-1. Voting Aye: Campbell, Hertz, Parks, and Wirth. Voting Nay: Brown.
Motion declared carried.
ORDINANCE RESTRICTING PARKING IN PATIO HOMES WEST FOURTH ADDITION:
Moved by Campbell, seconded by Wirth, to pass on first reading an ordinance restricting parking
on streets in Patio Homes West Fourth Addition.
Roll Call Vote: 5-0. Motion declared carried unanimously.
ORDINANCE RESTRICTING PARKING ON PRAIRIE VIEW EAST AND PRAIRIE VIEW
WEST: Moved by Campbell, seconded by Wirth, to pass on second eading an ordinance restricting
parking on Prairie View East and Prairie View West.
Roll Call Vote: 5-0. Motion declared carrieid unanimously.
ORDINANCE RESTRICTING PARKING IN PATIO HOMES WEST FOURTH ADDITION
AND ON PRAIRIE VIEW EAST AND PRAIRIE VIEW WEST: Moved by Campbell, seconded
by Parks, to suspend the rules required for the passing of an ordinance.
Roll Call Vote: 5-0. Motion declared carried unanimously.
Moved by Campbell, seconded by Parks, to pass on second and third readings an ordinance
restricting parking in Patio Homes West Fourth Addition, to pass on third reading an ordinance
restricting parking on Prairie View East and Prairie View West, and to adopt ORDINANCE NO.
3164 restricting parking in Patio Homes West Fourth Addition and on Prairie View East and
Prairie View West.
Roll Call Vote: 5-0. Ordinance declared adopted unanimously, signed by the Mayor, and
hereby made a portion of these minutes.
ASH DISPOSAL LITIGATION: Moved by Hertz, seconded by Wirth, to authorize expenditure
from the City's solid waste funds to participate in litigation concerning the disposal of ash from
waste-to-energy facilities.
Vote on Motion: 5-0. Motion declared carried unanimously.
ECONOMIC DEVELOPMENT WORKSHOP: The following representatives of the Ames
Economic Development Commission met with the City Council to discuss Economic
Development in Ames: Steve Goodhue, Roger Rinderknecht, Virgil Pates, Don Heuss, Dick
Johnson, and Jami Larson.
Don Heuss informed the City Council that the Economic Development Commission (EDC) has
set up four task forces with the goal of attracting new businesses to Ames. The four target
industries are printing and publishing, biotechnology, medical/surgical apparatus, and insurance
and finance. Mr. Heuss said that this workshop will help the EDC prepare for problems that may
be encountered in the future before they implement their marketing strategies. As the discussion
progressed, Council Member Campbell suggested that the evaluation matrix, that the City
developed a couple years ago to determine when City funds should be used as incentives for
businesses, be utilized in a proactive way to help determine which businesses and industries
should be earmarked to locate in Ames. Mr. Heuss stressed that adequate land, correct zoning,
and other essentials for businesses need to be in place before marketing begins and companies
need a choice in locations. Jami Larson emphasized the need for a "can do" approach on the part
of everyone involved in attaining new businesses in Ames. He suggested that one person such
as Mark Reinig serve in the capacity of taking new business people by the hand to lead them
through the development process. Council Member Hertz pointed out that all players such as
the schools need to be included in the marketing process. Mayor Curtis commented that
affordable housing is necessary to attract more businesses to Ames. He suggested that it would
be advisable to develop a good working relationship with surrounding communities in order to
provide affordable housing which is lacking in Ames. When the City Council asked what they
could do to aid this process, they were told that gradations in zoning may be needed to
accommodate different types of industries. Also, more land may need to be annexed to provide
space for lower cost housing. Council Member Hoffman and Dick Johnson both stressed the
importance of all players in the process emphasizing the positive aspects of Ames.
