HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 01/21/1992MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA JANUARY 21, 1992 The Ames City Council met in special session at 7:00 p.m. in the City Council Chambers in the City Hall, 515 Clark Avenue, pursuant to law with Mayor Curtis presiding and the following members present: Campbell, Hertz, Hoffman, and Parks. Council Members Brown and Wirth were late. BEER PERMIT FOR B. T. LAUNDRY: Moved by Hoffman, seconded by Campbell, to approve renewal of the Class B Beer Permit for B. T. Laundry, 4010 West Lincoln Way. Vote on Motion: 4-0. Motion declared carried unanimously. Council Members Brown and Wirth arrived. WORKSHOP ON FIVE YEAR CAPITAL IMPROVEMENTS PLAN: City Manager Schainker reviewed the highlights of the Community Protection portion of the Capital Improvements Plan (CIP). Paul Wiegand, Director of Public Works discussed the Resource Recovery Plant Study and landfill closure expenses. He pointed out that an increase in funding is shown in the CIP in the area of Water Distribution to provide larger water distribution lines. He also emphasized an increased level of service in the Clear Water Diversion Program, which was known as the Footing Drain Program. Mr. Wiegand also commented on U. S. Highway 69 improvements and stated that they would be financed with G. O. Bonds. He noted that Campustown Parking has been moved forward in the CIP to FY 1992-93 since the Council chose it as one of their goals for the next two years. He said that there is a possibility of purchasing the building across from Hardees in Campustown and paving the lot for surface parking. Funding could come from the current parking fund. Tom Neumann, Director of the Water and Water Pollution Control Department, and Merlin Hove, Director of the Electric Department, updated the Council on water treatment and electric issues respectively. During discussion of the CIP projects for the Transit Department, it was determined that more information is needed concerning how much of a switch there will be to small buses in order to determine the paving situation for bus routes. George Lawson, Library Director, discussed roof and carpet replacements for the library as well as the purchase of their computerized on-line catalog/integrated system. Nancy Carroll, Director of Parks and Recreation, informed the Council that the project to renovate the restrooms in the Bandshell has been slid back one year in the CIP. Council Member Parks asked Ms. Carroll to pass on to the Parks and Recreation Commission a request to have a basketball pad placed in Moore Memorial Park. The bridge and restrooms at Inis Grove Park and the Park Maintenance Facility at East River Valley Park were also discussed at length. Paul Hinderaker, Director of Equipment Services, brought the Council up to date on the City's vehicle maintenance facility and fuel system improvements. The Mayor informed the Council that he would like them to be prepared to make amendments to the various sections of the CIP at the regular City Council meeting on January 28, 1992, at which time the CIP will be approved as amended. COMMENTS: Council Member Campbell expressed concern about low attendance by members of certain boards and commissions at their meetings. Council Member Parks asked Staff to check into signage on benches near Cub Foods.
