OF THE AMES CITY COUNCIL
AMES, IOWA JUNE 16, 1998
The Ames City Council met in special session at 5:00 p.m. on the 16th day of June, 1998, in the City
Council Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco
presiding and the following Council members present: Campbell, Cross, Hoffman, Parks,
Quirmbach, and Wirth.
Mayor Tedesco welcomed Mr. Duea’s and Mr. White’s Government classes from Ames High
School.
PUBLIC HEARING ON AMES COMMUNITY DEVELOPMENT PARK SUBDIVISION
PAVING AND SUBDRAINS: Moved by Cross, seconded by Hoffman, to receive report of bids
for Ames Community Development Park Subdivision Paving and Subdrains and to delay award
of contract until June 23, 1998.
Vote on Motion: 6-0. Motion declared carried unanimously.
RELEASE OF EASEMENT, AMES COMMUNITY DEVELOPMENT PARK
SUBDIVISION, 1ST ADDITION: Moved by Campbell, seconded by Wirth, to adopt Ames
RESOLUTION NO. 98-283 approving the proposal of release of interest in easement in the
Ames Community Development Park Subdivision, 1st Addition, and setting July 14, 1998, as
date of public hearing.
Roll Call Vote: 6-0. Resolution declared adopted unanimously, signed by the Mayor, and hereby
made a portion of these minutes.
ZONING WORKSHOP:
Article 12 “F-PRD” Planned Residence District
Section 12.4 Moved by Parks, seconded by Quirmbach, to approve the inclusion of the F-
PRD Planned Residence District in the Zoning Ordinance, but allow a
provision for current PUD plans to be built out under their approved plan, and
new developments, as part of the approval, must include a time schedule for
completion as proposed by the developer.
Vote on Motion: 6-0. Motion declared carried unanimously.
Article 10 Special Purpose District
Section 10.5(E)(1) Moved by Wirth, seconded by Hoffman, to change the minimum acres for
Village Residential from 60 acres to 40 acres and a maximum of 160 acres
in size.
Vote on Motion: 6-0. Motion declared carried unanimously.
Section 10.5 Moved by Parks, seconded by Cross, to approve that if a parcel is 40 acres
or under, it is the landowner’s choice to rezone to Suburban Residential, and if
the parcel is over 40 acres, the property owner must meet a series of criteria.
Vote on Motion: 5-1. Voting Aye: Campbell, Cross, Hoffman, Parks, Wirth.
Voting Nay: Quirmbach. Motion declared carried.
Article 15 - Modify Standards for the Approval of Special Use Permit Uses in
Residential Zones.
Section 15.4(D)(2) Moved by Wirth, seconded by Cross, to change (b) to read, “not create
(b) and (d) excessively higher levels of traffic than the predominant pattern in the area
and not create additional traffic from the proposed use that would change the
street classification, and such traffic shall not lower the level of service at area
intersections,” and to change (d) to read, “not generate truck trips by trucks
over 26,000 g.v.w. (Gross vehicle weight) to and from the site, except for
waste collection vehicles and moving vans.”
Vote on Motion: 6-0. Motion declared carried unanimously.
The meeting recessed at 7:05 p.m.
The meeting reconvened at 7:10 p.m.
Section 15.4(2)(F) Moved by Quirmbach, seconded by Parks, to delete paragraph 15.4(2)(F).
Vote on Motion: 4-2. Voting Aye: Cross, Parks, Quirmbach, Wirth. Voting
Nay: Campbell, Hoffman. Motion declared carried.
Article 8 - Standards for the Granting of Exceptions to the Minimum Requirement for Two-
Story Buildings in the DSC (Downtown Service Center)
Section 8.4(D) Moved by Hoffman, seconded by Campbell, to approve Staff’s recom-
Section 14.49(G)(2) mendation.
Section 15.4(C) Vote on Motion: 6-0. Motion declared carried unanimously.
Article 23 - Subdivision, Plat of Consolidation
Section 23.4(C) Moved by Parks, seconded by Campbell, to reject Staff’s suggestions to add
Section 23.12.5 that any two or more existing platted lots under single ownership for which
the owner is seeking a zoning/building permit shall be platted through a
consolidation plat.
Vote on Motion: 6-0. Motion declared carried unanimously.
COMMENTS: Hoffman had a call from a local citizen concerning truck traffic on 3rd Street at the
new Hy-Vee. This has been handled during the last week.
Moved by Cross, seconded by Wirth, to refer a request of an alley paving to Staff.
Vote on Motion: 6-0. Motion declared carried unanimously.
Wirth noted that there has been vandalism of trees planted in the Old Town area by the
Neighborhood Improvement Project. Staff will get an estimate of how may trees were affected, and
how much it will cost to replace them.
Wirth received another complaint from a south side resident about Lowe’s lights and noise from a
two-way radio at 3:30 a.m.
Moved by Campbell, seconded by Hoffman, to refer to Staff a letter regarding the ticketing of cars

on private property before towing.
Vote on Motion: 6-0. Motion declared carried unanimously.
Mayor Tedesco thanked Staff for all their efforts during the flood crisis. He also thanked the
citizens and business owners for their cooperation.
