HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 05/18/1998MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA MAY 18, 1998 The Ames City Council met in special session at 5:00 p.m. on the 18th day of May, 1998, in the City Council Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Hoffman, Quirmbach, and Wirth. Parks arrived late. CALL TO ORDER: 5:05 p.m. Mayor Tedesco introduced Joan Ingwersen, Manpower, who will be assisting Lynette Windsor in taking minutes at the zoning workshops. After observing at this meeting, Joan will be Recording Secretary for the next several workshops. Mayor Tedesco referred the Council to his memo concerning a Cable Television Commissioner resignation, asking Council to look through the list of applicants and give their recommendations to the City Clerk’s office before 5:00 p.m. Thursday, May 21, so that this item can be added to the May 26th agenda. In addition, Mayor Tedesco informed the Council that he would soon be receiving the resignation of one of the City’s ASSET members, and he will give the Council a list of possible replacement candidates. DISCUSSION OF PROPOSED ZONING ORDINANCE: ARTICLE 10: SPECIAL PURPOSE DISTRICTS P. 10-1, line 23-142 Moved by Quirmbach, seconded by Wirth, to delete the entire Section 10.1(C): Development Process-- from line 23, p. 10-1, through line 142 on page 10-5. VOM: 5-0. Motion declared carried unanimously. P. 10-5, Table 10.2(B) Moved by Hoffman, seconded by Campbell, to change all ZP references to SDP Minor, and to change all ZEO references to Staff -- on Table 10.2(B) on pages 10-5 and 10-6. P. 2, Sec. 10.5.C.10 Moved by Wirth, seconded by Parks, to revise #10 under (C) Definitions as follows: “Neighborhood Edge -- An area farthest from the Neighborhood Center yet within a five to fifteen minute walk, or approximately one-quarter mile, of the Neighborhood Center....” VOM: 6-0. The meeting recessed at 6:58 p.m. The meeting reconvened 7:08 p.m. P. 5, Sec. 10.5.E.3.e Moved by Parks, seconded by Hoffman, insert a period after “...Village Residential Project.” and delete the balance of statement. P. 6, Sec. 10.5.E.5.b Moved by Wirth, seconded by Parks, to revise (b) to read: “A corner condition exists whenever a street intersects with another street or plaza.” (deleting the words “or path”). P. 11-7, line 230 Moved by Wirth, seconded by Cross, to amend item 11.5.B by replacing this section with Staff’s recommendations (page 2). P. 11-8, lines 250-298 Moved by Campbell, seconded by Wirth, to delete Subsections D, E, and F from Section 11.5 and substitute new Subsection D: Design Standards -- as proposed by Staff (page 3). ARTICLE 12: FLOATING ZONE SUBURBAN RESIDENTIAL P. 12-1 Moved by Quirmbach, seconded by Hoffman, to replace the “red pages” of Article 12 with the “white pages” of Article 12. VOM: 6-0. Motion declared carried unanimously. COMMENTS: Hoffman: Had a question about whether Tree City USA signs were still up, and a concern that Ames was no longer a Tree City. Although she confirmed that we were, indeed, a Tree City, she couldn’t answer their question about the signs. Asked staff to respond. 4 Moved by Cross, seconded by Parks, to refer to staff the request from the Field of Family Community Food Project to study the feasibility a Downtown Farmers Market; and asked staff to bring it back to the Council for action as soon as possible. VOM: 6-0. Motion declared carried unanimously. Wirth: Several trees that need attention: one that had extensive wind damage in the parkway at 11th and Burnett, just west of intersection; one that appears to be dead in front of 1106 and 1108 Burnett. Campbell: Asked City Manager to bring the Council up-to-date on the dealings with the Union Pacific and what went wrong in terms of the trees along Northwestern. City Manager Schainker explained that that area is railroad property. The City had worked with them (Chicago Northwestern) years ago and requested that they do everything to save those trees. A neighborhood group was willing to come in and trim the trees. However, the railroad changed ownership--Union Pacific. The City received word that the trees at the intersection were going to be trimmed; contact was made with Union Pacific officials to let them know of the City’s and the neighborhood’s concern about the method they planned to use for trimming. There’s not much the City could do to prevent the railroad from cutting down the trees. The railroad doesn’t want to replace the trees--it was their intent to clear cut the right-of-way for visibility and safety factors at the intersection. Councilman Parks discussed the possibility of using some of the Neighborhood Improvement Project money to beautify this area in the future. Perhaps the neighbors in the area would be interested in putting together a project. Mayor Tedesco congratulated the Staff and Council for the progress made tonight. At the May 26th regular Council meeting, Mayor Pro Tem Campbell will be in charge. He and Council Member Parks will both be absent from that meeting. Councilman Hoffman noted that she would be absent from the work session on May 28. Mayor Tedesco requested that the Council consider asking Staff to investigate and report back whether it was possible to draft a policy for responding to citizen requests to pick up branches/limbs after a major wind storm. Councilwoman Campbell noted that cost implications and manpower should be factored in. Moved by Quirmbach, seconded by Wirth, to ask Staff to report back regarding a possible limb policy, considering cost elements. VOM: 6-0. Motion declared carried unanimously. Planning and Housing Director O’Connell noted that there were 22 “red flag” issues to discuss at tomorrow nights work session, and distributed copies to the Council.
