OF THE AMES CITY COUNCIL
AMES, IOWA MAY 7, 1998
The Ames City Council met in special session at 5:30 p.m. on the 7th day of May, 1998, in the City
Council Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco
presiding and the following Council members present: Campbell, Cross, Hoffman, Parks,
Quirmbach, and Wirth.
CALL TO ORDER: 5:35 p.m.
DISCUSSION OF PROPOSED ZONING ORDINANCE:
Article 8: Commercial Zones
P. 8-3, Table 8.2(B) Moved by Hoffman, seconded by Cross, to revise Passenger Terminals
use Status from “Y” to “N.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-3, Table 8.2(B) Moved by Hoffman, seconded by Quirmbach, to remove Radio and TV
Broadcast Facilities from Neighborhood Commercial Zone Uses --change
“Y” to “N.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-2, Table 8.2(B) Moved by Quirmbach, seconded by Parks, to change the Status for Social
Service Providers to “Y,” and add: “SDP Major” in Approval Required
column and “City Council” as Approval Authority.
VOM: 4-2. Voting Aye: Campbell, Cross, Parks, Quirmbach
Voting Nay: Hoffman, Wirth. Motion carried.
P. 8-5, Table 8.3(B) Moved by Campbell, seconded by Quirmbach, to change the Status of
Social Service Providers to “Y,” and add: “SDP Major” in Approval
Required column and “Staff” as Approval Authority.
VOM: 6-0. Motion declared carried unanimously.
P. 5-13, line 432 Moved by Parks, seconded by Wirth, to eliminate Business and Trade
Schools as a listing under Colleges and Universities (in Definitions);
P. 5-16, line 524, 525 and delete the sentence: “Business and trade schools are classified under
Colleges and Universities.” -- under Exceptions under Schools.
VOM: 5-1. Voting Aye: Campbell, Hoffman, Parks, Quirmbach, Wirth
Voting Nay: Cross. Motion carried.
P. 8-7, Table 8.3(C) Moved by Quirmbach, seconded by Cross, to change three items in Table
8.3(C) on page 8-7:
--Change Maximum Building Setbacks from “10 ft.” to “60 ft.”
--Change Parking Allowed Between Buildings and Streets from “No”
to “Yes”
--Change Drive-Through Facilities Permitted from “No” to “Yes.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-9, Table 8.4(B) Moved by Campbell, seconded by Wirth, to eliminate Schools in the
Downtown Service Center by changing Status from “Y” to “N”; and
revise Status of Parks and Open Areas from “N” to “Y” with Approval
Authority as “Staff.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-10, Table 8.4(C) Moved by Wirth, seconded by Cross, to revise the Standard for Drive-
Through Facilities by changing “No” to “Yes.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-10, Table 8.4(C) Moved by Wirth, seconded by Campbell, to change the Maximum Height
from “9 stories” to “6 stories.”

P. 8-10, Table 8.4(C) Moved by Quirmbach, seconded by Hoffman, to change the Maximum

P. 2-11, line 21 Moved by Campbell, seconded by Hoffman, to add a sentence that would
“exempt solid waste” in the Outdoor Storage definition.
VOM: 6-0. Motion declared carried unanimously.
P. 8-10, Table 8.4(C) Moved by Wirth, seconded by Campbell, to revise Outdoor Storage
Permitted by changing the “Yes” to a “No.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-10, lines 99-166 Moved by Hoffman, seconded by Wirth, to remove all of Section D (p.
8-10, line 99) and Section E (pp. 8-11, 8-12, lines 103-166); make
revisions to these sections and bring them back with recommendations
at a later date.
VOM: 6-0. Motion declared carried unanimously.
City Manager Steve Schainker noted that Downtown Design Standards could be a separate project
in six months to a year.
P. 8-13, lines 167-233 Moved by Wirth, seconded by Campbell, to delete Section F (pp. 8-13,
8-14, and the top half of 8-15; as well as Line 98 on page 8-10 -- all
regarding FAR bonuses.
VOM: 6-0. Motion declared carried unanimously.
P. 8-18, Table 8.5(C) Moved by Wirth, seconded by Hoffman, to change the Maximum Height
to “9 stories or 100 feet.”
VOM: 2-4. Voting Aye: Hoffman, Wirth.
Voting Nay: Campbell, Cross, Parks, Quirmbach. Motion failed.
P. 8-18, Table 8.5(C) Moved by Hoffman, seconded by Wirth, to change the Maximum Height
to “7 stories.”
VOM: 5-1. Voting Aye: Campbell, Hoffman, Parks, Quirmbach, Wirth
Voting Nay: Cross. Motion passed.
P. 8-18, Table 8.5(C) Moved by Parks, seconded by Campbell, to revise Minimum Lot Area to
include “in group living” at the end of the paragraph; also change the
Maximum Building Setbacks from “30 ft.” to “60 ft.”
VOM: 6-0. Motion declared carried unanimously.
P. 8-18, Table 8.5(C) Moved by Wirth, seconded by Cross, to reconsider the Maximum Height
to “7 feet.”
VOM: 6-0. Motion declared carried unanimously
Moved by Wirth, seconded by Campbell, to amend the Maximum Height
to “9 stories or 100 feet.”
Vote on Amendment: 5-1. Voting Aye: Campbell, Cross, Hoffman,
Parks, Wirth. Voting Nay: Quirmbach. Motion passes.

P. 8-21, Table 8.6(C) Moved by Quirmbach, seconded by Parks, to add “Automotive and
Marine Trade” to Outdoor Display Permitted.
VOM: 6-0. Motion declared carried unanimously.
Article 9: Industrial
P. 9-1 thru 9-9 Moved by Parks, seconded by Cross, to delete Article 9 in its entirety.
VOM: 2-4. Voting Aye: Cross, Parks. Voting Nay: Campbell, Hoffman,
Quirmbach, Wirth. Motion fails.
P. 9-1, line 17-48 Moved by Wirth, seconded by Hoffman, to delete 9.1(C) (p. 9-1 and top
half of page 9-2); and change Table 9.2(B) from “City Council” to
“Staff” as the Approval Authority in two instances.
Moved by Campbell, seconded by Cross, to table discussion on Article
9 and refer to Staff to do a comparison of existing Industrial and Planned
Industrial regulations to see what would be left out if this section was
deleted.
VOM: 6-0. Motion declared carried unanimously.
P. 9-2, Table 9.2(B) Moved by Campbell, seconded by Hoffman, asking Staff to look at a
minimum standard for free-standing office requirements in industrial
areas. [The Parks Amendment]
VOM: 6-0. Motion declared carried unanimously.
P. 9-6, line 79 Moved by Wirth, seconded by Cross, to change Section D.1.b. to insert
the following degrees of specificity as follows: “...existing systems, e.g.,
projected water demand, waste water generation, electricity demand,
storm sewer run-off volumes, waste water generation, and waste disposal
in tons.”
VOM: 6-0. Motion declared carried unanimously.
P. 9-6, line 84 Moved by Wirth, seconded by Hoffman, to replace “Director of Planning
and Housing” with “approving authority.”
VOM: 6-0. Motion declared carried unanimously.
P. 9-6, line 87 Moved by Parks, seconded by Wirth, to insert the following additional
standards: “...sewage waste, water quality, street system,...”
VOM: 6-0. Motion declared carried unanimously.
P. 9-6, lines 75-91 Moved by Cross, seconded by Parks, to add the General Industrial Site
Development Plan Requirements (p. 9-6, lines 75-91) to the end of the
Planned Industrial District.
VOM: 6-0. Motion declared carried unanimously.
City Manager Steve Schainker mapped out a tentative schedule for the continued discussion of the
Proposed Zoning Ordinance:
Council Work Session May 18 - 5:00 p.m. - Articles 10, 11, and 12
Council Work Session May 19 - 5:00 p.m. - Revisit Unresolved Issues (Family Size,
Opacity)
Council Work Session May 28 - 5:30 p.m. - Follow-Up Work Session
--Produce a clean copy of the document to provide to the Council and the Public.
Public Input Session June 11 - 6:00 p.m. - (not a formal hearing)
Council Work Session June 16 - 5:00 p.m. - Meeting with Staff (for final decisions)
(Council Work Session) June 25 - 5:00 p.m. - (reserve date for possible additional
work session)
--Robinson & Cole want to see the document as revised.

COMMENTS:
Councilman Parks thanked the staff for all the good work that has been put into this project.
