HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 04/21/1998MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA APRIL 21, 1998 The Ames City Council met in special session at 5:30 p.m. on the 21st day of April, 1998, in the City Council Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Hoffman, Parks, Quirmbach, and Wirth. CALL TO ORDER: 5:30 p.m. Mayor Tedesco congratulated the students, University administration, City administration, and the citizens of Ames for a wonderful VEISHEA. KEN’S CAFE & GRILL OUTDOOR SEATING AREA: Moved by Hoffman, seconded by Campbell, to adopt RESOLUTION NO. 98-171 approving the license agreement with Ken’s Cafe and Grill for the purpose of utilizing the public walkway (pedestrian plaza between 204 and 208 Main Street) for an outdoor seating area. Roll Call Vote: 6-0. Resolution declared adopted unanimously, signed by the Mayor, and hereby made a portion of these minutes. DISCUSSION OF PROPOSED ZONING ORDINANCE: City Manager Steve Schainker noted that this was the third workshop to review proposed zoning and subdivision ordinances with the City Council, and to discuss alternative suggestions that are being identified from various groups throughout the community as well as City staff. Planning & Housing Director Brian O’Connell conducted the session. Before beginning discussion of the agenda items, O’Connell explained the organization of the notebooks that had been presented to Council members. Article 5: Use Categories Article 5 is devoted to defining land uses. It defines in about 15-20 pages a rather detailed listing of land uses, which will then be referenced later on in zoning district tables. Following are motions made by Council to make changes to Article 5: P. 5-1, 5-2 Moved by Parks to delete 5.2(C). Motion died for lack of a second. P. 5-2, lines 36-39 Moved by Quirmbach, seconded by Parks, to delete lines 36-39 regarding “accessory uses not exceeding 10% of the gross floor area utilized by all 1 principal uses.” VOM: 6-0. Motion declared carried unanimously. P. 5-16, line 530 Moved by Campbell, seconded by Cross, to add “public school administration building in conjunction with a public school” to list of Uses Included for Schools. VOM: 6-0. Motion declared carried unanimously. P. 5-21, line 687 Moved by Quirmbach, seconded by Hoffman, to add “sales of seeds and other farm produce” to Accessory Uses for Agricultural and Farm Related Activities. VOM: 6-0. Motion declared carried unanimously. P. 5-3, line 82 Moved by Wirth, seconded by Campbell, to delete “accessory apartments” from the list of Accessory Uses for Household Living. VOM: 4-2. Motion declared carried. P. 5-15, lines 517-518 Moved by Quirmbach, seconded by Campbell, to delete “one transitional housing unit” from the list of Accessory Uses for Religious Institutions. VOM: 6-0. Motion declared carried unanimously. P. 5-17, line 563 Moved by Wirth, seconded by Campbell, to delete the words “stops or” from the list of Uses Included for Basic Utilities (to read: Mass transit turnarounds). VOM: 6-0. Motion declared carried unanimously. Article 6: Agricultural P. 6-2, Table 6.1(B) Moved by Wirth, seconded by Campbell, to change the “Approval Required” and “Approval Authority” for Basic Utilities from SP to SDP Major, and from ZBA to City Council; and making these same changes to all zoning districts. VOM: 6-0. Motion declared carried unanimously. P. 6-3, Table 6.1(C) Moved by Quirmbach, seconded by Wirth, to change the “A Zone” portion of the Table for Maximum Building Coverage, Maximum Site Coverage, and Minimum Landscaped Area to “N/A” [not applicable]. VOM: 6-0. Motion declared carried unanimously. Article 7: Residential P. 7-4, Table 7.2(C) Moved by Campbell, seconded by Parks, to change the “Side Lot Line” building setbacks as recommended by Staff. VOM: 6-0. Motion declared carried unanimously. 2 P. 7-5, Table 7.3(B) Moved by Cross, seconded by Hoffman, to add “Assisted Living” to the Status column for Group Living. P. 7-8, Table 7.4(B) Moved by Cross, seconded by Wirth, to change the Status for Two Family Dwelling to “Y[es], if pre-existing.” VOM: 6-0. Motion declared carried unanimously. P. 7-10, Table 7.4(C) Moved by Wirth, seconded by Hoffman, to change the Maximum Height Principal Building to “40 ft. or 3 stories, whichever is lower.” VOM: 6-0. Motion declared carried unanimously. P. 7-11, Table 7.4(C) Moved by Wirth, seconded by Hoffman, to change the Maximum Height Accessory Building to “20 ft., or 80% of the height of the principal building, whichever is lower.” VOM: 6-0. Motion declared carried unanimously. P. 7-11, Table 7.4(C) Moved by Wirth, seconded by Hoffman, to change the Parking Between Buildings and Streets to “No, except if pre-existing.” [Note: This change will apply to all residential zoning districts.] VOM: 6-0. Motion declared carried unanimously. P. 7-11, Table 7.5(B) Moved by Quirmbach, seconded by Parks, to change the Status column for Single Family Dwelling to “Y[es], if pre-existing.” VOM: 6-0. Motion declared carried unanimously. P. 7-12, Table 7.5(B) Moved by Parks, seconded by Cross, to delete Office Uses and Retail Sales and Services-General, and change this table to allow these uses only as a part of a mixed use in conjunction with residential uses. VOM: 6-0. Motion declared carried unanimously. P. 7-14 Moved by Hoffman, seconded by Wirth, to include the current Mobile Home District regulations as part of the proposed Zoning Ordinance. VOM: 6-0. Motion declared carried unanimously. P. 7-15, Table 7.6(B) Moved by Parks, seconded by Campbell, to add “Day Care Facilities” to the table and allow this as a Special Use through approval of a Special Use Permit by ZBA. Mayor Tedesco recommended a change from “Mobile Home” to “Manufactured Housing.” At 9:00 p.m., City Manager Steve Schainker indicated that discussion on the Subdivision Ordinance would be postponed to the next meeting on May 5th or at a subsequent meeting. He suggested adding a workshop session on May 7th. 3 Moved by Campbell, seconded by Cross, to hold another workshop session on Thursday, May 7th, with a starting time of 5:30 p.m. Staff will determine the agenda of the May 5th and May 7th workshops. VOM: 6-0. Motion declared carried unanimously. COMMENTS: Hoffman: Received a letter from Pat Brown requesting 4-way stop signs at the intersection of Buckeye and Chestnut. Moved by Hoffman, seconded by Wirth, to refer this letter to staff. VOM: 6-0. Motion declared carried unanimously. Hoffman: Inquired about Union Pacific and the trees on Northwestern. Mayor Tedesco noted that this item had already been referred to staff, and requested that Public Works Director Paul Wiegand discuss this at the next Council meeting (April 28). Councilman Parks made reference to the Chicago-Northwestern situation that occurred several years ago which proved to be traumatic for the neighborhood. He suggested that staff contact Union Pacific to find out what they are proposing to do so we can contact the neighborhood. Quirmbach: Received a letter from Dave Rehbein, American Legion Post, requesting permission to install a flag pole at 225 Main Street. Moved by Quirmbach, seconded by Wirth, to refer to staff. VOM: 6-0. Motion declared carried unanimously. Tedesco: Received a letter from James Rice, VisionAire, requesting that the access road be called “VisionAire Plaza” or “VisionAire Road.” Moved by Cross, seconded by Quirmbach, to put this item on the next agenda. VOM: 6-0. Motion declared carried unanimously.
