HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 12/07/1999MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA DECEMBER 7, 1999 The Ames City Council met in special session at 5:30 p.m. on the 7th day of December, 1999, in the City Council Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Hoffman, Parks, Quirmbach, and Wirth. CALL TO ORDER: 5:30 p.m. FINAL PLAT FOR NORTHRIDGE PARKWAY SUBDIVISION, 18TH ADDITION: Moved by Cross, seconded by Wirth, to adopt RESOLUTION NO. 99-442 approving installed public improvements for Northridge Parkway Subdivision, 18th Addition. Roll Call Vote: 6-0. Campbell, Cross, Hoffman, Parks, Quirmbach, Wirth. Resolution declared adopted unanimously, signed by the Mayor, and hereby made a portion of these minutes. Moved by Cross, seconded by Wirth, to adopt RESOLUTION NO. 99-443 approving the final plat for Northridge Parkway Subdivision, 18th Addition. Roll Call Vote: 6-0. Campbell, Cross, Hoffman, Parks, Quirmbach, Wirth. Resolution declared adopted unanimously, signed by the Mayor, and hereby made a portion of these minutes. PRESENTATION OF ZONING MAP AND ZONING ORDINANCE CHANGES: Brian O’Connell, Director of Planning and Housing, gave an overview of the process which had occurred regarding the creation of the proposed Zoning Map. Over the last several weeks, staff had met with citizens during a series of public meetings that were held in each ward. The Planning Department had received written comments from the public, which had been compiled into a packet of information and presented to the Planning and Zoning Commission as well as the Council. Some of the citizen input had been incorporated into the proposed Zoning Map and text of the Zoning Ordinance. Eden Schmitt, Planner, reviewed the Zoning Map ward by ward. She highlighted the changes that were made to the map that resulted from additional comments received by the public. There was discussion regarding the proposed zoning in the Hospital/Medical Design District, “S-HM.” Staff and the Planning and Zoning Commission were now recommending that property located at the northeast corner of Kellogg Avenue and 10th Street remain zoned RM (Residential Medium Density) and property on the west side of Carroll Avenue between 11th Street and 13th Street be zoned UCRM (Urban Core Residential Medium Density), thereby allowing the property owners to request a rezoning to S-HM. Council members said that it appeared that what was now being recommended was contrary to the Land Use Policy Plan (LUPP). The Council felt that this placed an extra burden on staff and the process to rezoning property separately. Ray Anderson, Planner, reported on the additional changes to the Zoning Ordinance text that resulted from the comments received from citizens—all of which have been recommended as changes. Many of the these related to the recommended changes to the proposed Zoning Map. The Council discussed the signage standards in the Neighborhood Commercial (NC) Zone and whether non-conforming signs would be grandfathered.
