HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 02/12/1999MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA FEBRUARY 12, 1999 The Ames City Council met in special session at 2:00 p.m. on Friday, February 12, 1999, in the Council Chambers in the City Hall, 515 Clark Avenue, pursuant to law with Mayor Tedesco presiding and the following Council members present: Campbell, Cross, Hoffman, Parks, Quirmbach, and Wirth. FY 1999-2000 BUDGET OVERVIEW: City Manager Steve Schainker, Finance Director Alice Carroll, and Budget Officer Carol Collings reviewed the documents contained in the budget packet as distributed to the City Council. Discussions took place regarding the overall financial condition of the City and the larger fund summaries. Council Member Parks requested a printout of the existing industries and their value. He also asked for a definition of what constitutes industrial versus commercial property. Council Member Quirmbach asked for a report on how much valuation will be added during the next five years given the fact that some properties have been granted tax abatement for a period of years. Mayor Tedesco requested a determination on whether the tax rolls show only the non-abated valuation. Council Member Parks inquired as to the total amount of interest on debt paid annually by the City. Staff will gather the requested information and provide same to the Council as expediently as possible. COMMENTS: Council Member Hoffman stated that she had received a request from a citizen for rock to be placed in the alley between Wilson/Clark and Seventh/Eighth Streets. ADJOURNMENT: The meeting adjourned at 4:13 p.m. ********************************************************************************* MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA FEBRUARY 16, 1999 The Ames City Council met in special session at 5:00 p.m. on Tuesday, February 16, 1999, in the Council Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Hoffman, Parks, and Wirth. Council Member Quirmbach arrived at 5:15 p.m. FY 1999-2000 BUDGET PROPOSALS: Moved by Parks, seconded by Cross, to approve the proposed FY 1999-2000 budget. (Vote will be taken on Tuesday, February 23, 1999.) The Council heard reports on and discussed the proposed budgets for the Community Enrichment Program, which included Library Operations; the Transportation Program, which included the Street System, Parking Operation, and the Airport; and the Public Safety Program, which included Traffic Control; Public Works Administration and Engineering, Public Buildings, and the Cemetery. In discussing the Street System Operations, Council Member Hoffman asked for additional information to be distributed to the public regarding the City’s minimal use of chemicals to keep streets clear of snow and ice. Regarding Parking Operations, Council Member Parks asked how the reconstruction of Main Street will impact the parking revenues. City Manager Steve Schainker stated that those estimates will be forwarded to Council. The meeting recessed at 6:50 p.m. Council Member Parks left the meeting at 6:50 p.m. The meeting reconvened at 7:00 p.m. The Council heard reports on and discussed the proposed budgets for the Utilities Program, which included Water Production, Wastewater Treatment, and Electric Utility. COMMENTS: Moved by Hoffman, seconded by Quirmbach, to request that staff look at new ways to shape the City’s peak electric load. Vote on Motion: 5-0. Motion declared carried unanimously. Council Member Wirth advised that she had recently noticed several street lights out on 13th Street near Dayton Road. Council Member Wirth asked for comparables on salaries for Council appointees prior to their meeting on February 23. ADJOURNMENT: The meeting adjourned at 8:47 p.m. ********************************************************************************* MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA FEBRUARY 17, 1999 The Ames City Council met in special session at 5:00 p.m. on Wednesday, February 17, 1999, in the Council Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Parks, Quirmbach, and Wirth. Council Member Hoffman arrived at 5:25 p.m. FY 1999-2000 BUDGET PROPOSALS: The Council heard and discussed highlights of the Community Enrichment Program, which included Recreational Opportunities and Parks; the 2 Public Safety Program, which included Law Enforcement and Fire Safety Activities; and the Utilities Program, which included Resource Recovery, Water Distribution Maintenance, Storm Sewer Maintenance, and Sanitary Sewer Maintenance. Concerning the Building Safety budget, Steve Schainker informed the Council that the $10,050 allocated to rewrite the existing rental housing program may not be necessary since a plan has been proposed to utilize existing ACCESS software to build a new database to track this information. If this amount is deleted, it will also affect the fee schedule. When discussing the budget for the Resource Recovery Plant, Council Member Campbell asked that measures be taken to educate the public on the problems glass causes for the Plant. Paul Wiegand indicated that they would work with Clare Bills, City Public Information Official, on public awareness. ADJOURNMENT: The meeting adjourned at 7:30 p.m. ********************************************************************************* MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA FEBRUARY 18, 1999 The Ames City Council met in special session at 5:00 p.m. on Thursday, February 18, 1999, in the Council Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Hoffman, Parks, and Wirth. Council Member Quirmbach arrived at 5:17 p.m. FY 1999-2000 BUDGET PROPOSALS: The Council heard reports on and discussed the proposed budgets for the Transportation Program, including the Transit System; and General Government and Internal Services, which included Risk Management, Health Benefits, Fleet Maintenance/Repair/Acquisition and Disposal, City Council, and Executive Management. Mayor Tedesco asked for a copy of the information received from Lenexa, Kansas, concerning their use of laptop computers for transmission of materials for Council proceedings. Council Member Wirth stated it would be helpful to receive information on costs from the City’s Information Services division. Council also asked for a copy of the City Manager’s organizational chart. Discussions continued on budgets for the City Clerk, Cable TV, City Attorney, Human Resources, Public Relations, Long-Range and Current Planning, Leased and Affordable Housing, Flood Recovery Program, Economic Development, Flood Disaster Activity, Financial Services, Information Services, Communications Services, Purchasing Services, Customer Services, Pension and Retirement, and Parking Violation Collection. 3 ADJOURNMENT: The meeting adjourned at 8:00 p.m. ________________________________ __________________________________ Diane Voss, City Clerk Ted Tedesco, Mayor 4
