P U BL IC F O R U M: W eldon W alsh, 1100 A dam s Street, A m es, spoke w ith respect to the prospective
$5 m illion H allett’s Q uarry P ark project. H e feels that several m eans of financing, probably m ore
than just a bond issue and federal assistance under the Clean W ater A ct, w ill be needed.

M r. W alsh ex plained th at he had recently w atched a television interview of M ichael G ardner,
form er Editor of the A m es Tribune, and Chairm an of the V ision Iow a Com m ittee. During the
interview , M r. G ardner said that tw o big projects in the state w ere a stadium for the Barnstorm ers
in D es M oine s an d a r ain forest in C ed ar R ap ids , b ut th at th ese pro jects d id n o t hav e a lock on all
the fund ing, and they w ere loo king for p rojects that w ou ld really im pro ve a com m un ity. M r. W alsh
said that he could not think of any project that w ould do more for this com m unity than the
development of H allett’s Q uarry Park, and he suggested that this funding avenue be pu rsued.
M erlin P fannkuch, 1424 Kellogg A venue, A m es, called for the firing of the City M anager. M r.
P fannku ch ex pressed his dissatisfaction ov er no t receiving responses to h is correspond ence
directed to the C ity M anager o r C ity C ou ncil. H e cited several instances w here he had requested
a resp on se. M r. P fann ku ch do es n ot believe it should be necessary for the City Cou ncil to d irect
the C ity M anager to respon d. S om e tim e ago , M r. P fann ku ch recom m end ed that the C ity hire a
C om m un ity D evelop m ent D irector, and he is displeased that s uch a po sition has not yet been
created.

Kirstin B orn , 3609 South Duff, A m es, representing the South Duff N eighborhood Coalition,
expressed concerns about a large concentration o f apartm ent buildings and/or duplexes being
con structed in S ou th A m es. M s. Bo rn stated that the reside nts are con cern ed ab ou t the increase in
traffic and believe that a Traffic Im pact Study should be perform ed and perhaps partly paid for by
the dev elop ers. T he residents are also con cern ed abo ut the im p a c t o f gro w th o n Ka te M itch ell
Elem entary School and feel that a School Im pact Study should be perform ed. Tw o other concerns
o f the residents are the impacts fro m th e traffic gen erated du ring con struction and resp on se time
for em ergency vehicles. T he residen ts are also d ispleased that the d evelop ers are no t from A m es;
how ever, A m es’ taxpayers w ill be paying for substantial im provem ents to this area to make the
land develop able.
P lann ing and H ou s in g D irector B rian O ’C on nell stated that staff is no t refuting the fact that
add ition al traffic w ill be gen erated ; up to 1 ,0 00 ad dition al ve hicles m ay be enterin g the C rystal/
S ou th Duff in tersectio n. Staff has met with residents of the T eagarden/Kate Mitchell Area. He
explained that w hen the traffic volum es w arrant, im provem ents w ill be m ade to the intersection.
A t this tim e, the intersection is classified as “Level Service B.” M r. O ’Con nell advised that there
is still capacity at th e inter sec tion to hand le ad dition al traffic . P a u l W iegand ex p lained that a
“Level Service B” intersection m eans that there is less than 25 second s’ delay for v ehicles.

City M anager Steve Schainker explained that there are five rem aining applications totaling $12,969
tha t are all excellent pro jects; ho w ever, add ition a l in fo rm ation is need ed to brin g the m into
com p lian ce w ith N IP criteria. O f these rem ain ing five p ro jects, M r. S ch aink er ask ed for C o un cil
direction on the project sub m itted for S chilletter V illage and U n iv ers ity V illage flow er
garden/grills. H e explained that because this “neighborhood” is on U niversity property and the
project com ponents seem to be legitim ate expenditures for the U niversity, Council needs to decide
if it w o uld be app ro priate to ex p en d City fun d s for this project.

C ou ncil M em b er Q u irm bach stated tha t as far as flow er gard en s and grills are co ncer ned, h e feels
that tho se are types of neighb orh oo d im pro vem ents that sh ou ld be fun ded. H e is also im pressed
that the “neighborh oo d” residen ts, being generally transient in n ature, are w illing to w ork together
on this pro ject. M r. Q uirm bach po inted ou t that these P rojects are fun ded w ith Local O ption T ax es,
and the residen ts o f this neighb orh oo d pay their fair sh are. C ou ncil M em ber G oo dh ue co ncurred
w ith Council M em ber Q uirm bach. Council M em ber W irth suggested that any im provem ents m ade
o n U n iv ersity prop erty hav e m atch in g fu nd s from Io w a S tate U niversity.

V anessa Baker Latim er, H ousing Coordinator, stated that this proper ty w ould be available to any
very-low -incom e hom ebuyer, not necessarily a first-tim e hom ebuyer.
Sue Crull, 817 Ridgew ood, A m es, speaking as V ice-President of Story C ou nty H abitat for
H um anity, inform ed the Council that they are planning to do a “blitz build” for this project. She
ex plained specific s as to the design of the hom e and the fam ily selected to occu py the d w elling.
M s. C rull told the C ou ncil how they had planned for park ing and traffic relative to the dates w hen
con struction w ill be occurring.

agreem ent betw een the C ity of A m es an d Stor y C ou nty H ab itat for H u m an ity to p ro vide fun ds to

A fford able H ou sing initiatives and to relo cate fun ds rem aining in the C ity’s M aintenance
A ssistan ce P ro gra m to this project.

W E LL L INE B ET W EE N DUF F AND CLARK: Tom N eum ann, D irector of W ater and Pollution
Control, explained the urgency behind the unscheduled repairs to the 16" raw w ater w ell line
betw een Duff and Clark. H e said five w ells are currently unable to be used; four are unusable due
to the three v alves bein g inop erative. M r. N eu m an n ex plaine d th a t th e C ity’s w ater su pp ly is
stressed, but w e are not in a crisis situation.

Q uirm bach asked C ity A ttorn ey John Klaus if there w as eviden ce that increasing the fine acted
as a deterrent. H e did not feel that there w as enou gh justification to w arrant an increase in the fine.
City A ttorney Klaus said that h e d id no t know the inform ation w as going to be requested;
therefore, he w as not prepared to cite specific cases or statistics.
