HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 06/20/2000MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA JUNE 20, 2000 The Ames City Council met in joint session with the Gilbert City Council at 7:00 p.m. on the 20th day of June, 2000, in the Ames City Council Chambers, 515 Clark Avenue, pursuant to law with Ames Mayor Ted Tedesco presiding. Present from the Ames City Council were: Campbell, Cross, Goodhue, and Hoffman. Representing the City of Gilbert were: Mayor Bob Jaquis and Council Members Benda, Gunderson, Henn, Uthe, and Vogtlin. DISCUSSION OF GROWTH ISSUES OF MUTUAL INTEREST: Mayor Tedesco stated that the purpose of this meeting was to allow for open discussion between the Councils about the future growth of both communities. Mayor Jaquis advised that they were still working on their Comprehensive Land Use Plan. He stated that Gilbert is growing at a rate of approximately 3%/year, with the growth occurring mainly to the south. Mayor Tedesco suggested that a 28E Agreement be entered into by the cities that would prescribe boundaries to which each city would allow annexation, i.e., a northern boundary for Ames and a southern boundary for Gilbert. Franklin Feilmeyer, Gilbert City Attorney, also suggested that the cities decide on east/west boundaries. Ames City Manager Steve Schainker stated that Story County was a significant player in this planning, so it would be appropriate for them to be a party to any agreement. He also suggested that both Ames and Gilbert have a vision for what they want to allow in the fringe area. After discussion among Council members, it was felt that Story County should be a party to any 28E Agreement entered into as they would have jurisdiction over the land between Ames and Gilbert. Mayor Jaquis said he knew that Coralville and North Liberty had entered into a similar type of 28E Agreement. Ames Council Member Hoffman suggested that the cities determine what requirements should be placed on any development allowed in the fringe area, e.g., the infrastructure must be built to city standards. Ann Campbell, Ames Council Member, felt that it would be helpful to know how Gilbert’s standards compare to Ames’ standards, including, but not limited to, infrastructure, urban revitalization, curb and gutter. Mayor Tedesco asked Ames Planning Director Brian O’Connell to obtain a copy of the 28E Agreement between Coralville and North Liberty. He asked Les Beck, Story County Planning and Zoning Department Administrator, to provide information to Brian O’Connell on the current zoning designation and regulations of the County for the land between the cities. Both cities were asked to forward information on their development standards to Mr. O’Connell. This information will be compiled and provided to the Mayors and Councils of both cities. It was decided that the two Councils will meet again on September 19, 2000, at 7:00 p.m. in the Ames City Council Chambers. 2 Gilbert Council Member Gunderson mentioned that there currently is not a safe bicycle route between Ames and Gilbert. She made some suggestions on how this could be accomplished and said she hoped that construction of such a bicycle path would be included in future discussions. Ms. Gunderson has met with different individuals and agencies on this issue. She has been told that if the path were to be used for transportation purposes, rather than merely recreational, it would improve the chances of receiving grant monies.
