H e h igh lighted the m o st n o tab le d iffere n c e s b e tw een th e o ld an d th e n e w su b d iv is io n regu la tio n s. M r. O’Connell explained that the waiver provision for mi nor pla t s i nc l ude d in t he new regulations was d e sign ed to ad d r e ss p a rcels o f p ro p erty where th e e x i stin g d e scr i p t i o n is d eter mine d to b e clear and a ll other re quirements of the s ubdivision regulations a re already s a tisfied. On behalf of C ity staff, M r. O ’C o n n ell req u ested that the C ity C o u n cil n o t w aiv e the s u b m ittal d ead lin es; this pose s a proble m due to the nu mbe r of s ta ff me mbe rs a nd outside agencies who mus t review t he do cum ents. “Outlots” we re defined by M r. O’Conne ll and Counc il was advised why it is im portant for developers to re quest a pproval from the City whe n o utlots ar e developed.
