HomeMy WebLinkAbout~Master - Special Meeting of the Ames City Council 04/04/2000MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA APRIL 4, 2000 The Ames City Council met in special session at 7:00 p.m. on the 4th day of April, 2000, in the City Council Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco presiding and the following Council members present: Campbell, Cross, Goodhue, Hoffman, Quirmbach, and Wirth. CALL TO ORDER: 7:00 p.m. SETTING SPECIAL MEETING DATE FOR HALLETT’S QUARRY WATERSHED MANAGEMENT STUDY: Moved by Cross, seconded by Hoffman, to set April 18, 2000, at 7:00 p.m. for presentation of the Hallett’s Quarry Watershed Management Study. Vote on Motion: 6-0. Motion declared carried unanimously. UNIT #8 COOLING TOWER REBUILD: Moved by Cross, seconded by Hoffman, to adopt RESOLUTION NO. 00-127 approving contract and bond for Unit #8 Cooling Tower Rebuild. Roll Call Vote: 6-0. Resolution declared carried unanimously, signed by the Mayor, and hereby made a copy of these minutes. 2000 TRAFFIC SIGNAL PROJECT: Moved by Cross, seconded by Goodhue, to adopt RESOLUTION NO. 00-128 approving contract and bond for 2000 Traffic Signal Project. Roll Call Vote: 6-0. Resolution declared carried unanimously, signed by the Mayor, and hereby made a copy of these minutes. STAFF PRESENTATION OF FLOODPLAIN MANAGEMENT STUDY: Paul Wiegand, Public Works Director, reviewed the events which prompted the City to request the preparation of the Floodplain Management Study. He introduced Dale Herrington, Project Engineer from Snyder and Associates, the firm hired to prepare the Study, and Mr. Herrington introduced his associates Mark Land and Mark Snyder. Mr. Herrington explained that his firm had been retained to complete a Floodplain Management Study for Skunk River and Squaw Creek to develop recommendations to protect flood-prone areas within the City due to these streams. The results of the Study were explained by Mr. Herrington. Mark Land compared the floodplain boundary in 1980 with that of 1999. He explained the impacts of accepting their proposal for a 1.0' floodway boundary versus leaving the floodway boundary at the existing 0.1'. Mr. Wiegand told the Council that if and when they accept the Floodplain Management Study, it would take approximately one and one-half to two years to obtain the approval of the DNR and FEMA. Moved by Hoffman, seconded by Cross, to place the Floodplain Management Study on the City Council’s agenda for April 25, 2000. Vote on Motion: 6-0. Motion declared carried unanimously. 2 COMMENTS: Dr. Blagen, retired professor from Iowa State University, distributed a chart that showed the climate cycle for the last 100 years that was developed by him and students of one of his classes in the early 1980s. Dr. Blagen suggested that Ames use this chart to forecast floods and droughts. Council Member Wirth referenced a Letter to the Editor that appeared in the Ames Tribune concerning the amount of traffic which speeds through the unmarked intersection at 11th and Carroll. Although the article does not allude to the traffic being caused by the construction activities in that area, Ms. Wirth requested that the City ascertain if the construction project is pushing traffic into the neighborhoods along 13th Street. If so, she hopes that the City will deal with the problem immediately by possibly posting stop signs at unmarked intersections in the area. Paul Wiegand advised that staff from the Public Works Department will check into this. Moved by Wirth, seconded by Cross, to refer to staff the request of the Downtown Farmers Market to move their location to the south side of Main Street between Burnett and Clark Avenue and to place this item on the Council’s April 11th agenda. Vote on Motion: 6-0. Motion declared carried unanimously. Moved by Goodhue, seconded by Campbell, to refer to staff the request of Engineering Plus for a waiver of Minor Subdivision regulations for Silvercrest Independent Living Facility on Coconino Road. Vote on Motion: 6-0. Motion declared carried unanimously. Moved by Hoffman, seconded by Cross, to request that staff set up a public meeting to discuss the College Creek issue, inviting Paul Johnson from the DNR, a representative from Boone County, and residents living around College Creek. Vote on Motion: 6-0. Motion declared carried unanimously. Moved by Hoffman, seconded by Wirth, to refer to staff the letter from Teresa Propes requesting that the City donate an unused reception kiosk now housed in a storeroom at the Water Treatment Plant to the Children’s Museum of Central Iowa.
