Th e Am es C ity Cou ncil m et in special session at 4:00 p .m. on the 31 st d ay of M arch, 20 00 , in the Parks
and R ecreation A ctivity R oo m, 15 00 Gatew ay H ills Park D rive, pu rsuant to law with M ayor Ted Ted esco
presiding and the following Council members present: Campbell, Cross, Goodhue, Hoffman, Quirmbach,
and Wirth.
CALL TO ORDER: 4:00 p.m.
GOAL-SETTING SESSION: The Mayor and City Council met with Tim Shields from the University of
Iow a Institute of Public Affairs. The C ou ncil iden tified desired p rocess ou tcomes for the retreat, cataloged
distinctive characteristics of the com mun ity, and ex p res sed con cerns regarding the co mm un ity’s future.
They engaged in extensive discussion on the basic and ancillary roles of city government. This led into a
discussion of the most appropriate role for the Council to play as well as how the Council will determine
w hich approach it should take in d eterm ining which com mun ity initiatives to pursue w ith lim ited resou rces.

The Ames City Council met in special session at 8:00 a.m. on the 1st day of April, 20 00, in the Parks and
Recreation Activity R oo m, 1500 Gatew ay Hills P ark D rive, pu rsuan t to law w ith M ayor Ted T edesco
presiding and the following Council members present: Campbell, Cross, Goodhue, Hoffman, Quirmbach,
and Wirth.
CALL TO ORDER: 8:00 a.m.
GOAL-SETTING SES S ION: The City Council again met with T im Shields from the University of Iowa
Institute of Public Affairs. Building upon the previous evening’s discussion , Council identified and
prioritized th eir lon g-range goals for the tim e period beyon d the nex t five years. Th ey nex t iden tified
sho rter-term objectives and then discussed variou s team w ork issues.
